Spain is a notable exception to the implicit rules of late twentieth-century democratization: after the death of General Francisco Franco in 1975, the recovering nation began to consolidate democracy without enacting any of the mechanisms promoted by the international transitional justice movement. There were no political trials, no truth and reconciliation commissions, no formal attributions of blame, and no apologies. Instead, Spain's national parties negotiated the Pact of Forgetting, an agreement intended to place the bloody Spanish Civil War and the authoritarian excesses of the Franco dictatorship firmly in the past, not to be revisited even in conversation. Formalized by an amnesty law in 1977, this agreement defies the conventional wisdom that considers retribution and reconciliation vital to rebuilding a stable nation. Although not without its dark side, such as the silence imposed upon the victims of the Civil War and the dictatorship, the Pact of Forgetting allowed for the peaceful emergence of a democratic state, one with remarkable political stability and even a reputation as a trailblazer for the national rights and protections of minority groups. Omar G. Encarnación examines the factors in Spanish political history that made the Pact of Forgetting possible, tracing the challenges and consequences of sustaining the agreement until its dramatic reversal with the 2007 Law of Historical Memory. The combined forces of a collective will to avoid revisiting the traumas of a difficult and painful past and the reliance on the reformed political institutions of the old regime to anchor the democratic transition created a climate conducive to forgetting. At the same time, the political movement to forget encouraged the embrace of a new national identity as a modern and democratic European state. Demonstrating the surprising compatibility of forgetting and democracy, Democratization Without Justice in Spain offers a crucial counterexample to the transitional justice movement. In Participation without Democracy, Garry Rodan breaks new conceptual ground in examining the social forces that underpin the emergence of these innovations in Southeast Asia. Rodan explains that there is, however, a central paradox in this recalibration of politics: expanded political participation is serving to constrain contestation more than to enhance it.
Participation without Democracy uses Rodan’s long-term fieldwork in Singapore, the Philippines, and Malaysia to develop a modes of participation (MOP) framework that has general application across different regime types among both early-developing and late-developing capitalist societies. His MOP framework is a sophisticated, original, and universally relevant way of analyzing this phenomenon. Rodan uses MOP and his case studies to highlight important differences among social and political forces over the roles and forms of collective organization in political representation. In addition, he identifies and distinguishes hitherto neglected non-democratic ideologies of representation and their influence within both democratic and authoritarian regimes. Participation without Democracy suggests that to address the new politics that both provokes these institutional experiments and is affected by them we need to know who can participate, how, and on what issues, and we need to take the non-democratic institutions and ideologies as seriously as the democratic ones.

Chen's work is based on a unique set of data collected from a probability-sample survey and in-depth interviews of residents in three major Chinese cities, Beijing, Chengdu and Xi'an--each of which represents a distinct level of economic development in urban China-in 2007 and 2008. The empirical findings derived from this data set confirm that (1) compared to other social classes, particularly lower classes, the new Chinese middle class-especially those employed in the state apparatus-tends to be more supportive of the current Party-state but less supportive of democratic values and institutions; (2) the new middle class's attitudes toward democracy may be accounted for by this class's close ideational and institutional ties with the state, and its perceived socioeconomic wellbeing, among other factors; (3) the lack of support for democracy among the middle class tends to cause this social class to act in favor of the current state but in opposition to democratic changes. The most important political implication is that while China's middle class is not likely to serve as the harbinger of democracy now, its current attitudes toward democracy may change in the future. Such a crucial shift in the middle class's orientation toward democracy can take place, especially when its dependence on the Party-state decreases and perception of its own social and economic statuses turns pessimistic. The key theoretical implication from the findings suggests that the attitudinal and behavioral orientations of the middle class-as a whole and as a part-toward democratic change in late developing countries are contingent upon its relationship with the incumbent state and its perceived social/economic wellbeing, and the middle class's support for democracy in these countries is far from inevitable.
