In a wide-ranging narrative of democracy`s history in Europe, from 1830s Britain to Adolf Hitler`s 1933 seizure of power in Weimar Germany, the book offers a re-interpretation of how stable political democracy is built, coming to the bold conclusion that democracy`s historical adversaries, conservative political parties, shape democracy`s viability.

Spain is a notable exception to the implicit rules of late twentieth-century democratization: after the death of General Francisco Franco in 1975, the recovering nation began to consolidate democracy without enacting any of the mechanisms promoted by the international transitional justice movement. There were no political trials, no truth and reconciliation commissions, no formal attributions of blame, and no apologies. Instead, Spain's national parties negotiated the Pact of Forgetting, an agreement intended to place the bloody Spanish Civil War and the authoritarian excesses of the Franco dictatorship firmly in the past, not to be revisited even in conversation. Formalized by an amnesty law in 1977, this agreement defies the conventional wisdom that considers retribution and reconciliation vital to rebuilding a stable nation. Although not without its dark side, such as the silence imposed upon the victims of the Civil War and the dictatorship, the Pact of Forgetting allowed for the peaceful emergence of a democratic state, one with remarkable political stability and even a reputation as a trailblazer for the national rights and protections of minority groups. Omar G. Encarnación examines the factors in Spanish political history that made the Pact of Forgetting possible, tracing the challenges and consequences of sustaining the agreement until its dramatic reversal with the 2007 Law of Historical Memory. The combined forces of a collective will to avoid revisiting the traumas of a difficult and painful past and the reliance on the reformed political institutions of the old regime to anchor the democratic transition created a climate conducive to forgetting. At the same time, the political movement to forget encouraged the embrace of a new national identity as a modern and democratic European state. Demonstrating the surprising compatibility of forgetting and democracy, Democratization Without Justice in Spain offers a crucial counterexample to the transitional justice movement. The refusal to confront and redress the past did not inhibit the rise of a successful democracy in Spain; on the contrary, by leaving the past behind, Spain chose not to repeat it.

Do political parties merely represent divisions in society? Until now, scholars and other observers have generally agreed that they do. But Building Blocs argues the reverse: that some political parties in fact shape divisions as they struggle to remake the social order. Drawing on the contributors' expertise in Indonesia, India, the United States, Canada, Egypt, and Turkey, this volume demonstrates further that the success and failure of parties to politicize social differences has dramatic consequences for democratic change, economic development, and other large-scale transformations.
This politicization of divisions, or "political articulation," is neither the product of a single charismatic leader nor the machinations of state power, but is instead a constant call and response between parties and would-be constituents. When articulation becomes inconsistent, as it has in Indonesia, partisan calls grow faint and the resulting vacuum creates the possibility for other forms of political expression. However, when political parties exercise their power of interpellation efficiently, they are able to silence certain interests such as those of secular constituents in Turkey. Building Blocs exposes political parties as the most influential agencies that structure social cleavages and invites further critical investigation of the related consequences.

Competition seems to be an inevitable part of present-day elections in the United States. However, recent publications have debated whether we should encourage or discourage competitive elections. In Competitive Elections and Democracy in America, Heather Evans closely examines the debate over competition in elections and questions whether or not they are beneficial for democracy in the US.
Evans clearly lays out the basis of the debate over competition and defines what exactly constitutes a competitive election. She then uses an innovative data set that she assembled to analyze the 2006-2010 congressional elections, testing whether the competitiveness of an election affects citizens' political knowledge, political interest, and opinions of Congress, their representatives, and the governmental system as a whole. She subsequently evaluates the positive effects that competitive elections have on constituencies, and in turn gives equal weight to the negative effects. An examination of the effects "ugly" campaigns have on voters is also incorporated, relevant to today's oft-used "mud-slinging" campaign tactics. Evans concludes with a thoughtful and analytical assessment of whether competition is valuable for elections, and how to increase competition if it indeed has merit for political campaigns.
Through the book's analyses, Evans demonstrates that competitive elections do have lasting effects on voters that go beyond just the length of a campaign. Her research reinforces the vital role that political competition plays in modern democracies, and offers a careful evaluation of how and why competitive elections affect citizens in the US.

Описание: What kind of role can the middle class play in potential democratization in such an undemocratic, late developing country as China? To answer this profound political as well as theoretical question, Jie Chen explores attitudinal and behavioral orientation of China's new middle class to democracy and democratization. Chen's work is based on a unique set of data collected from a probability-sample survey and in-depth interviews of residents in three major Chinese cities, Beijing, Chengdu and Xi'an--each of which represents a distinct level of economic development in urban China-in 2007 and 2008. The empirical findings derived from this data set confirm that (1) compared to other social classes, particularly lower classes, the new Chinese middle class-especially those employed in the state apparatus-tends to be more supportive of the current Party-state but less supportive of democratic values and institutions; (2) the new middle class's attitudes toward democracy may be accounted for by this class's close ideational and institutional ties with the state, and its perceived socioeconomic wellbeing, among other factors; (3) the lack of support for democracy among the middle class tends to cause this social class to act in favor of the current state but in opposition to democratic changes. The most important political implication is that while China's middle class is not likely to serve as the harbinger of democracy now, its current attitudes toward democracy may change in the future. Such a crucial shift in the middle class's orientation toward democracy can take place, especially when its dependence on the Party-state decreases and perception of its own social and economic statuses turns pessimistic. The key theoretical implication from the findings suggests that the attitudinal and behavioral orientations of the middle class-as a whole and as a part-toward democratic change in late developing countries are contingent upon its relationship with the incumbent state and its perceived social/economic wellbeing, and the middle class's support for democracy in these countries is far from inevitable.
