Denmark, Finland, Iceland, Norway, and Sweden today all enjoy a reputation for strong labour movements, which in turn are widely seen as part of a distinctive regional approach to politics, collective bargaining and welfare. But as this volume demonstrates, narratives of the so-called “Nordic model” can obscure the fact that experiences of work and the fortunes of organized labour have varied widely throughout the region and across different historical periods. European trade unions are among the most influential and powerful institutions within Western economies, in many cases cooperating with the government and employers' associations in socio-economic decision-making processes. Consequently they also play an important role in the formulation of policies relating to immigration and the migrant workers, who are arriving and becoming part of the workforce the unions are representing and protecting against employers and other authorities. However, trade unions have not always fulfilled their role as the most obvious organization to defend the interests of foreign workers to the extent they could be expected. The reasons for this are complex and due to conflicts of interests that arise from their intermediary position between employers, government authorities, and indigenous workers.
This volume offers a rich analysis of the situation in seven major European countries but also a comparison of the data found and an attempt to account for the differences established. It ends with some conclusions on the prospects of trade unions within the European Union, and on the lessons to be learned from the present analysis.

Consensual—and comparatively efficient—policies have likewise been pursued in agricultural, industrial, environmental policies, and in many policies related to public services.
The preconditions for these policies are strong civil societies, that is, strong capacities for collective mobilization and collective action among groups, relatively strong unitary states, and high levels of generalized trust. The institutional apparatus of these consensual policies has been labeled corporatism. Scandinavian corporatism has implied consent to a norm of affected interests. Groups that are supposedly affected by state policies have access to the processes leading up to political decision-making and are involved in the implementation of policies. This access often has public commissions or committees charged with preparing political decisions and delivering advice, as well as policy implementation committees.
Corporatist and consensual policymaking come at a price. The exchange between interest groups (in pursuit of policy influence) and state actors (in pursuit of information and political support from groups) tends to be time-consuming and confined to solutions that are accepted by all actors. Corporatist policies are consequently not very conducive to more radical reforms. After the heyday of corporatist policymaking in the 1970s, all the Scandinavian countries have loosened their corporatist structures to pave the way for reforms.
