Despite erratic progress, the United States still fails to recognize gender as an established category for experiencing persecution. Gender exists in a sort of limbo segregated from other aspects of identity and experience.

Sara L. McKinnon exposes racialized rhetorics of violence in politics and charts the development of gender as a category in American asylum law. Starting with the late 1980s, when gender-based requests first emerged in case law, McKinnon analyzes gender- and sexuality-related cases against the backdrop of national and transnational politics. Her focus falls on cases as diverse as Guatemalan and Salvadoran women sexually abused during the Dirty Wars and transgender asylum seekers from around the world fleeing brutally violent situations. She reviews the claims, evidence, testimony, and message strategies that unfolded in these legal arguments and decisions, and illuminates how legal decisions turned gender into a political construct vulnerable to American national and global interests. She also explores myriad related aspects of the process, including how subjects are racialized and the effects of that racialization, and the consequences of policies that position gender as a signifier for women via normative assumptions about sex and heterosexuality.

Описание: This book explores the ways in which the state and private security firms contribute to the direct and structural harm of asylum seekers through policies and practices that result in states of perpetual destitution, exclusion, and neglect. By synthesising historic and contemporary public policy, criminological and sociological perspectives, political philosophy, and the direct experiential accounts of asylum seekers living within dispersed accommodation, this text exposes the complex and co-dependent relationship between the state’s social control aims and neoliberal imperatives of market expansion into the immigration control regime. The title borrows from former Home Secretary Theresa May’s pronouncement that the UK government aimed to foster a ‘hostile environment’ in its response to illegal immigration. While the Home Office later attempted to rebrand its hostile environment policy as a ‘compliant environment’, this book illustrates how aggressive approaches toward the management of asylum-seeking populations has effectively extended the hostile environment to those legally present within the UK. Описание: Far too many poor Black communities struggle with gun violence and homicide. The result has been the unnatural contortion of Black families and the inter-generational perpetuation of social chaos and untimely death. Young people are repeatedly ripped away from life by violence, while many men are locked away in prisons. In neighborhoods like those of Wilmington, Delaware, residents routinely face the pressures of violence, death, and incarceration. Murder Town, USA is thus a timely ethnography with an innovative structure: the authors helped organize fifteen residents formerly involved with the streets and/or the criminal justice system to document the relationship between structural opportunity and experiences with violence in Wilmington's Eastside and Southbridge neighborhoods. 
Earlier scholars offered rich cultural analysis of violence in low-income Black communities, and yet this literature has mostly conceptualized violence through frameworks of personal responsibility or individual accountability. And even if acknowledging the pressure of structural inequality, most earlier researchers describe violence as the ultimate result of some moral failing, a propensity for crime, and the notion of helplessness. Instead, in Murder Town USA, Payne, Hitchens, and Chamber, along with their collaborative team of street ethnographers, instead offer a radical re-conceptualization of violence in low-income Black communities by describing the penchant for violence and involvement in crime overall to be a logical, "resilient" response to the perverse context of structural inequality.
