In February 1938, Senator William Borah, an inveterate isolationist, accused the Roosevelt Administration of forming a ‘tacit alliance’ with Britain. Taking Borah’s remark as its starting point, Tony McCulloch analyses Anglo-American relations from the start of Franklin D. Roosevelt’s second term in January 1937 through to the outbreak of war in Europe and the revision of the US Neutrality Act in November 1939. Despite the mutual doubts afflicting the governments – and public opinion – on both sides of the Atlantic during these years, McCulloch argues that thanks largely to Franklin Roosevelt there was considerable progress in establishing an ideological and strategic understanding between the two democracies. This laid the foundation for the ‘special relationship’ so desired by Winston Churchill during and after the Second World War.

The bitter dispute between ethnic groups in the US from 1914–17—a period of time characterized as the “culture wars”—laid the groundwork both for US intervention in the European balance of power in 1917 and for the creation of what would eventually become a lasting Anglo-American alliance. Specifically, the vigorous assault on English “civilization” launched by two large ethnic groups in America (the Irish-Americans and the German-Americans) had the unintended effect of causing America’s demographic majority at the time (the English-descended Americans) to regard the prospect of an Anglo-American alliance in an entirely new manner. The author contemplates why the Anglo-American “great rapprochement” of 1898 failed to generate the desired “Anglo-Saxon” alliance in Britain, and in so doing features theoretically informed inquiries into debates surrounding both the origins of the war in 1914 and the origins of the American intervention decision nearly three years later.

The Federal Aviation Administration order to airlines to stop flying to Israel enhanced Hamas claim that it had inflicted a strategic defeat to the Zionist State. For the last 70 years Israel has recognized that the United States is its primary strategic ally a principle initiated by Israels first Prime Minister and Defense Minister, David Ben-Gurion. Political and military policies have to be directed to prevent a rift. But the Protective Edge experience has brought to the fore that in times of crisis Israel cannot rely on a special relationship to secure its safety and must of necessity possess the political will and military ability to defend itself and to take actions that may result in a strained relationship.
