Описание: This book brings together an all-women group of scholars to provide a historically grounded and theoretically rich examination of the continuities and changes in Turkey’s foreign policy since the Republics establishment in 1923. Using different International Relations theories, clarifying the interaction between domestic politics and foreign policymaking, the book charts the evolution of Turkey’s foreign policy vis-a-vis several regions and global actors and examines the major developments in Turkey’s relations with these actors. Some chapters emphasize the continuities in Turkey’s external relations, and others examine the significant changes and discontinuities in certain areas. Recognizing that Turkey’s state interests may not always coincide with the interests of the ruling elite, the book demonstrates that the centennial birthday of Turkey represents a constitutive moment for Turkey’s future and calls for a pragmatic, as opposed to a completely ideologically-based, grand strategy that should focus on progressive ideals.

Описание: Over a century ago, a small group of Red Guards seized the Winter Palace in the Russian capital of Petrograd (St. Petersburg) and installed the world’s first communist government. The Bolshevik Revolution marked the beginning of a century in which adherents to communist ideology committed some of the worst and most widespread atrocities known to history. The founding of the Soviet Union inaugurated a century of political turmoil around the globe by pioneering, in spectacular fashion, a new model of political, economic, cultural, and institutional revolution. It was a model that, for decades, exercised considerable fascination and influence over the minds of elites and common people around the world—both through attraction and revulsion. The Soviet Union’s influence was not restricted to the world of ideas. Through revolution, war, and conquest, the Soviet model was exported to the USSR’s imperial sphere in Europe and found imitators in Asia, Africa, and Latin America, some of which still hold power. Today, while the Soviet state created by the Bolsheviks has collapsed, the Revolution’s aftereffects are still visible in Russia and the other former states of the Soviet Union that grapple with the political, social, economic, and geopolitical realities of incomplete transitions to democracy and free enterprise within a rule of law system. Beyond the former USSR, one-fifth of the world’s population lives under a single-party communist regime in the People’s Republic of China, Cuba, Laos, Vietnam, and North Korea. The enduring importance of the communist experience means the study of the Bolshevik Revolution continues to be necessary—and makes the observance of the centenary of the Bolshevik Revolution a particularly appropriate time to take stock. On November 7–9, 2017, the Victims of Communism Memorial Foundation convened a major conference in the halls of the Library of Congress as part of the Victims of Communism Centennial Commemoration. As it became evident that the Allies were winning World War II, Turkish policy-makers struggled to achieve their objectives in the shifting circumstances of wartime diplomacy. Edward Weisband's detailed description of Turkish foreign policy from 1943 to 1945 reveals that it was complicated by the fact that its two principal aims dictated contradictory positions. The first aim was the priority of peace over expansionism--this implied a noninterventionist policy. On the other hand, the belief that the Soviet Union represented the primary threat to the security of the Republic often made intervention to contain Russia seem necessary for national defense. Turkish officials became determined to influence the postwar settlement towards an equilibrium among the great powers that would limit Soviet expansionism, which the Turks assumed they could not do alone. Consequently, they were among the first to envision the contours of the Cold War.

After outlining the historical origins of the ideology that lay behind Turkish diplomacy, the first part of the book concentrates on the policy-making process in Ankara and assesses the relative influence of individual leaders and institutions. The second part analyzes both Turkey's responses to the exigencies of war and the general nature of small state diplomacy.
