Land of Milk and Money focuses on small-town businessmen rather than scientists and the federal government, two groups that pushed for agricultural diversification in the South for nearly four decades with little to no success. As many towns in rural America faced extinction due to migration, northern manufacturers' creation of regional facilities proved a potent means to boost profits and remain relevant during uncertain economic times. While scholars have long emphasized northern efforts to decentralize production during this period, Marcus's study examines the ramifications of those efforts for the South through the singular success of the southern dairy business. The presence of local dairying operations afforded small towns a measure of independence and stability, allowing them to diversify their economies and better weather the economic turmoil of the Great Depression.
This book explores the history and impact of the Puerto Rico Reconstruction Administration (PRRA), the most important New Deal agency to operate in Puerto Rico and the largest created for any United States territory. Geoff Burrows demonstrates how the PRRA improved living conditions across the island in the wake of destructive hurricanes and the Great Depression, while at the same time resulting in a reformed, strengthened, and lasting colonial relationship between Puerto Rico and the US.
Using previously untapped archival sources and a wide range of primary and secondary texts, Burrows follows the agency from its founding by President Roosevelt in 1935 to its ending in 1955, situating its public works program in both Puerto Rican and New Deal contexts. The PRRA built the Caribbean’s first modern cement plant; implemented widespread rural electrification through the building of seven hydroelectric dams; constructed hurricane-proof houses, schools, and hospitals; and improved transportation and communication across the island. Puerto Rican engineers, planners, and officials took a leading role in these initiatives, which provided them social mobility and transformed the island’s economy from agricultural to industrial.
The first institutional history and critical examination of the agency, The Puerto Rico Reconstruction Administration engages questions about the New Deal’s global reach. Feminists, socialists, Afro-Puerto Rican activists, and elite politicians join laundresses, prostitutes, and dissatisfied wives in populating the pages of Imposing Decency. Through her analyses of Puerto Rican anti-prostitution campaigns, attempts at reforming marriage, and working-class ideas about free love, Eileen J. Suárez Findlay exposes the race-related double standards of sexual norms and practices in Puerto Rico between 1870 and 1920, the period that witnessed Puerto Rico’s shift from Spanish to U.S. colonialism. In showing how political projects and alliances in Puerto Rico were affected by racially contingent definitions of “decency” and “disreputability,” Findlay argues that attempts at moral reform and the state’s repression of “sexually dangerous” women were weapons used in batttles between elite and popular, American and Puerto Rican, and black and white. Based on a thorough analysis of popular and elite discourses found in both literature and official archives, Findlay contends that racialized sexual norms and practices were consistently a central component in the construction of social and political orders. The campaigns she analyzes include an attempt at moral reform by elite male liberals and a movement designed to enhance the family and cleanse urban space that ultimately translated into repression against symbollically darkened prostitutes. Findlay also explores how U.S. officials strove to construct a new colonial order by legalizing divorce and how feminist, labor, and Afro-Puerto Rican political demands escalated after World War I, often focusing on the rehabilitation and defense of prostitutes. Imposing Decency forces us to rethink previous interpretations of political chronologies as well as reigning conceptualizations of both liberalism and the early working-class in Puerto Rico. Our Landless Patria examines issues of race and citizenship in Puerto Rico, tracing how the process of land privatization accelerated a series of struggles for natural resources between the poorest sectors of society and the landed elite. The laws of privatization favored the landed elite and barred former slaves and their descendants from obtaining a formal title to a piece of land. In response, people of color developed an alternative citizenship that validated their livelihood, putting in motion a series of civil claims that protected people’s mobility rights and their access to land. However, the rural poor’s claims for a more egalitarian society, or what Rosa E. Carrasquillo calls “marginal citizenship,” could not successfully transform the political exclusion of the racially mixed population because of its heavy borrowing from the Spanish legal system. In particular, marginal citizenship adopted patriarchy as a model to regulate social relations at home, failing to address gender inequalities and perpetuating class differences.
Our Landless Patria deciphers the late nineteenth-century structure of power in the Spanish colonial state at the local level and illuminates the way ordinary people experienced day-to-day relations of power. Carrasquillo's analysis makes a strong case that the poorest sector of rural society provided the fertile ground in which a civic consciousness developed.
