As educators and legislators across the country debate how to improve public schools, the most vital factor often disappears from the equation—the relationship between the teacher and the student. According to veteran educators Rita and Marco Portales, this relationship is the central issue in the education of students, especially Latino/a students who often face serious barriers to school success because of the legacy of racism, insufficient English-language skills, and cultural differences with the educational establishment.
To break down these barriers and help Latino/a students acquire a quality education, the Portaleses focus attention on the teacher-student relationship and offer a proven method that teachers can use to strengthen the print and oral skills of their students. Elites who traveled to Paris from their newly independent nations in the 1840s were denigrated in visual media, rather than depicted as equals in a developing global economy. Darkened skin, brushed onto images of Latin Americans of European descent, mitigated their ability to claim the privileges of their ancestral heritage; whitened skin, among other codes, imposed on depictions of Black Latin Americans denied their Blackness and rendered them relatively assimilatable compared to colonial Africans, Black people from the Caribbean, and African Americans.
In addition to identifying 19th-century Latinizing codes, this book focuses on shifts in latinizing visuality between 1890 and 1933 through three case studies: the depictions of popular Cuban circus entertainer Chocolat; representations of Panamanian World Bantamweight Champion boxer Alfonso Teofilo Brown; and paintings of Black Uruguayans created by Pedro Figari, a Uruguayan artist, during his residence in Paris between 1925 and 1933.

Since 1989 an indigenous political movement—the Coalition of Workers, Peasants, and Students of the Isthmus (COCEI)—has governed the southern Mexican city of Juchitán. In Decentering the Regime, Jeffrey W. Rubin examines this Zapotec Indian movement and shows how COCEI forged an unprecedented political and cultural path—overcoming oppression in the 1970s to achieve democracy in the 1990s. Rubin traces the history and rise to power of this grassroots movement, and describes a Juchitán that exists in substantial autonomy from the central Mexican government and Mexican nationalism—thereby debunking the notion that a state- and regime-centered approach to power can explain the politics of domination and resistance in Mexico. Employing an interdisciplinary approach, Rubin shows that the Juchitecos’ ability to organize and sustain a radical political movement grew out of a century-long history of negotiation of political rule. He argues that factors outside the realm of formal politics—such as ethnicity, language, gender, and religion—play an important part in the dynamics of regional political struggles and relationships of power. While offering a detailed view of the Zapotec community and its interactions, Rubin reconceptualizes democracy by considering the question of how meaningful autonomy, self-government, cultural expression, and material well-being can be forged out of violence and repression.
