To understand border enforcement and the shape it has taken, it is imperative to examine a groundbreaking Border Patrol operation begun in 1993 in El Paso, Texas, "Operation Blockade." The El Paso Border Patrol designed and implemented this radical new strategy, posting 400 agents directly on the banks of the Rio Grande in highly visible positions to deter unauthorized border crossings into the urban areas of El Paso from neighboring Ciudad Juárez—a marked departure from the traditional strategy of apprehending unauthorized crossers after entry. This approach, of "prevention through deterrence," became the foundation of the 1994 and 2004 National Border Patrol Strategies for the Southern Border. Politically popular overall, it has rendered unauthorized border crossing far less visible in many key urban areas. However, the real effectiveness of the strategy is debatable, at best. Its implementation has also led to a sharp rise in the number of deaths of unauthorized border crossers.
Here, Dunn examines the paradigm-changing Operation Blockade and related border enforcement efforts in the El Paso region in great detail, as well as the local social and political situation that spawned the approach and has shaped it since. Dunn particularly spotlights the human rights abuses and enforcement excesses inflicted on local Mexican Americans and Mexican immigrants as well as the challenges to those abuses. Black residents of southern cities repeatedly complained about violent policing strategies and law enforcement's seeming lack of interest in crimes committed against African Americans. These criticisms notwithstanding, Blacks also voiced a desire for the police to become more involved in their communities to reduce the seemingly intractable problem of crime, much of which resulted from racial discrimination and other structural factors related to Jim Crow. Although the actions of the police were problematic, African Americans nonetheless believed that law enforcement could play a role in reducing crime in their communities. During the first half of the twentieth century, Black citizens repeatedly demanded better policing and engaged in behaviors designed to extract services from law enforcement officers in Black neighborhoods as part of a broader strategy to make their communities safer.
By examining the myriad ways in which African Americans influenced the police to serve the interests of the Black community, Jett adds a new layer to our understanding of race relations in the urban South in the Jim Crow era and contributes to current debates around the relationship between the police and minorities in the United States.

As the French capital emerged as a haven for refugees, dissidents, and workers from throughout Europe and across the Mediterranean in the 1920s, police officers raided immigrant neighborhoods to scare illegal aliens into registering with authorities and arrested those whose papers were not in order. The police began to concentrate on colonial workers from North Africa, tracking these workers with a special police brigade and segregating them in their own hospital when they fell ill. Transformed by their enforcement, legal categories that had existed for hundreds of years began to matter as never before. They determined whether or not families could remain together and whether people could keep their jobs or were forced to flee.
During World War II, identity controls marked out entire populations for physical destruction.
