This book addresses problems and puzzles associated with identifying international norms and the influence of these norms on the behavior of different states in international relations in a regional context. Arie M. Kacowicz’s research traces several international norms of peace and security and examines their impact in Latin America between 1881 and 2001. He offers an original synthesis of positivist and constructivist approaches and links international relations, international law, international ethics, and Latin American diplomatic history.

Kacowicz’s primary argument is that a body of international norms of peace and security can be considered an independent and dynamic factor that affects the quality of international society generally and also plays a significant role in regional contexts. In developing his argument, he analyzes the origin of international norms, the impact of norms on the domestic and foreign behavior of states, and the conditions under which regional norms affect the political behavior of states.

The book contains eleven empirical case-studies of the ways that international norms have affected the actions of Latin American states, ranging from the neutralization of the Magellan Straits in 1881, to the recent incorporation of Argentina, Chile, and Brazil into the Tlatelolco regime of a nuclear-weapons-free-zone in 1994, and the nuclear cooperation between Argentina and Brazil beginning in the late 1990s. These case-studies include stories of success through peaceful resolutions of conflict between states, of failure, and mixtures of both. Scholars and students of international relations and Latin America will find this book to be both a valuable analysis of international norms and a compelling diplomatic history

The Plan of San Diego, a rebellion proposed in 1915 to overthrow the U.S. government in the Southwest and establish a Hispanic republic in its stead, remains one of the most tantalizing documents of the Mexican Revolution. The plan called for an insurrection of Mexicans, Mexican Americans, and African Americans in support of the Mexican Revolution and the waging of a genocidal war against Anglos. The resulting violence approached a race war and has usually been portrayed as a Hispanic struggle for liberation brutally crushed by the Texas Rangers, among others.

The Plan de San Diego: Tejano Rebellion, Mexican Intrigue, based on newly available archival documents, is a revisionist interpretation focusing on both south Texas and Mexico. Charles H. Harris III and Louis R. Sadler argue convincingly that the insurrection in Texas was made possible by support from Mexico when it suited the regime of President Venustiano Carranza, who co-opted and manipulated the plan and its supporters for his own political and diplomatic purposes in support of the Mexican Revolution.

The study examines the papers of Augustine Garza, a leading promoter of the plan, as well as recently released and hitherto unexamined archival material from the Federal Bureau of Investigation documenting the day-to-day events of the conflict.

The pronunciamiento, a formal list of grievances designed to spark political change in nineteenth-century Mexico, was a problematic yet necessary practice. Although pronunciamientos rarely achieved the goals for which they were undertaken and sometimes resulted in armed rebellion, they were nonetheless both celebrated and commemorated, and the perceptions and representations of pronunciamientos themselves reflected the Mexican people’s response to these “revolutions.”

The third in a series of books examining the pronunciamiento, this collection addresses the complicated legacy of pronunciamientos and their place in Mexican political culture. The essays explore the sacralization and legitimization of these revolts and of their leaders in the nation’s history and consider why these celebrations proved ultimately ineffective in consecrating the pronunciamiento as a force for good, rather than one motivated by desires for power, promotion, and plunder. Behind every pronunciamiento, a formal list of grievances designed to spark political change in nineteenth-century Mexico, was a disgruntled individual, rebel, or pronunciado. Initially a role undertaken by soldiers, a pronunciado rallied military communities to petition for local, regional, and even national interests. As the popularity of these petitions grew, however, they evolved from a military-led practice to one endorsed and engaged by civilians, priests, indigenous communities, and politicians.

The second in a series of books exploring the phenomenon of the pronunciamiento, this volume examines case studies of individual and collective pronunciados in regions across Mexico. While some settled in slums and tenements, where the informal economy often provided the only means of survival, the revolution, in the absence of men, also prompted women to take up traditionally male roles, created new jobs in the public sphere open to women, and carved out new social spaces in which women could exercise agency. In Deco Body, Deco City, Ageeth Sluis explores the effects of changing gender norms on the formation of urban space in Mexico City by linking aesthetic and architectural discourses to political and social developments. Through an analysis of the relationship between female migration to the city and gender performances on and off the stage, the book shows how a new transnational ideal female physique informed the physical shape of the city. By bridging the gap between indigenismo (pride in Mexico's indigenous heritage) and mestizaje (privileging the ideal of race mixing), this new female deco body paved the way for mestizo modernity. This cultural history enriches our understanding of Mexico's postrevolutionary decades and brings together social, gender, theater, and architectural history to demonstrate how changing gender norms formed the basis of a new urban modernity. Ageeth Sluis is an associate professor of history at Butler University. Her work has been published in several journals, including the Journal of Transnational American Studies, Journal of Urban History, and The Americas.

In mid-nineteenth-century Mexico, garrisons, town councils, state legislatures, and an array of political actors, groups, and communities began aggressively petitioning the government at both local and national levels to address their grievances. Often viewed as a revolt or a coup d’état, these pronunciamientos were actually a complex form of insurrectionary action that relied first on the proclamation and circulation of a plan that listed the petitioners’ demands and then on endorsement by copycat pronunciamientos that forced the authorities, be they national or regional, to the negotiating table.
 
In Independent Mexico, Will Fowler provides a comprehensive overview of the pronunciamiento practice following the Plan of Iguala. This fourth and final installment in, and culmination of, a larger exploration of the pronunciamiento highlights the extent to which this model of political contestation evolved. The result of more than three decades of pronunciamiento politics was the bloody Civil War of the Reforma (1858–60) and the ensuing French Intervention (1862–67). Given the frequency and importance of the pronunciamiento, this book is also a concise political history of independent Mexico.

Admiral Paul von Hintze arrived in Mexico in the spring of 1911 to serve as Germany’s ambassador to a country in a state of revolution. Описание: In the horrific conflict of 1914-1918 known first as "The Great War" and later as World War I, Latin American nations were peripheral players. Only after the U.S. entered the fighting in 1917 did eight of the twenty republics declare war. Five others broke diplomatic relations with Germany, while seven maintained strict neutrality. These diplomatic stances, even those of the two actual belligerents--Brazil and Cuba--did little to tip the balance of victory in favor of the allies, and perhaps that explains why historians have paid scant attention to events in Latin America related to the war. Nevertheless, it is still remarkable that Percy Alvin Martin's classic account, Latin American and the War, first published in 1925, remains the standard text on the topic. This book attempts to redress this gap by taking a fresh look at developments between 1914 and 1921 in one of the neutral nations--Colombia. This period, which coincides with the presidency of Jos Vicente Concha (1914-1918) and his successor, Marco Fidel Su rez (1918-1921), is filled with momentous developments not only in foreign policy, when Colombian diplomats pressured by German, British and U.S. propaganda struggled to maintain strict neutrality, but also on the domestic scene as the newly installed Conservative regime faced political and economic crises that sparked numerous and violent protests.
