Yet, when injunctions barred union men from picketing, their wives and daughters turned out for the daily picket lines. When the strike dragged on and men left to seek jobs elsewhere, women continued to picket, organize support, and defend their rights even when the towns were occupied by the National Guard. A Great Sacrifice is an in-depth analysis of the effects of the Civil War on northern black families carried out using letters from northern black women—mothers, wives, sisters, and female family friends—addressed to a number of Union military officials. Collectively, the letters give a voice to the black family members left on the northern homefront. Through their explanations and requests, readers obtain a greater apprehension of the struggles African American families faced during the war, and their conditions as the war progressed. The original letters that were received by government agencies, as well as many of the copies of the letters sent in response, are held by the National Archives in Washington, D.C. This study is unique because it examines the effects of the war specifically on northern black families. Most other studies on African Americans during the Civil War focused almost exclusively on the soldiers.

Historians have only recently begun to focus on the Bureau’s personnel in Texas, the individual agents termed the “hearts of Reconstruction.” Specifically addressing the historiographical debates concerning the character of the Bureau and its sub-assistant commissioners (SACs), Too Great a Burden to Bear sheds new light on the work and reputation of these agents. Focusing on the agents on a personal level, author Christopher B. Bean reveals the type of man Bureau officials believed qualified to oversee the Freedpeople’s transition to freedom. This work shows that each agent, moved by his sense of fairness and ideas of citizenship, gender, and labor, represented the agency’s policy in his subdistrict. These men further ensured the former slaves’ right to an education and right of mobility, something they never had while in bondage.

How do leaders perceive threat levels in world politics, and what effects do those perceptions have on policy choices? Mark L. Haas focuses on how ideology shapes perception. He does not delineate the content of particular ideologies, but rather the degree of difference among them. Degree of ideological difference is, he believes, the crucial factor as leaders decide which nations threaten and which bolster their state's security and their own domestic power. These threat perceptions will in turn impel leaders to make particular foreign-policy choices. Haas examines great-power relations in five periods: the 1790s in Europe, the Concert of Europe (1815–1848), the 1930s in Europe, Sino-Soviet relations from 1949 to 1960, and the end of the Cold War. In each case he finds a clear relationship between the degree of ideological differences that divided state leaders and those leaders' perceptions of threat level (and so of appropriate foreign-policy choices). These relationships held in most cases, regardless of the nature of the ideologies in question, the offense-defense balance, and changes in the international distribution of power.
