Exceptional State analyzes the nexus of culture and contemporary manifestations of U.S. imperialism. The contributors address a range of topics, paying particular attention to the dynamics of gender and race. Their essays include a surprising reading of the ostensibly liberal movies Wag the Dog and Three Kings, an exploration of the rhetoric surrounding the plan to remake the military into a high-tech force less dependent on human bodies, a look at the significance of the popular Left Behind series of novels, and an interpretation of the Abu Ghraib prison photos. They scrutinize the national narrative created to justify the U.S. invasions of Afghanistan and Iraq, the ways that women in those countries have responded to the invasions, the contradictions underlying calls for U.S. humanitarian interventions, and the role of Africa in the U.S. imperial imagination. The volume concludes on a hopeful note, with a look at an emerging anti-imperialist public sphere.

A central organizing category in colonial Africa, “martial race” was a notion debated and negotiated between African men and women and the European officials who sought to control them.

European colonizers in Africa required the service of local soldiers and military auxiliaries to uphold their power. These African men were initially engaged by the expeditions of European surveyors and explorers during the late nineteenth century, then quickly pressed into service in the notorious campaigns of pacification. Two world wars further expanded both the numbers of African soldiers in European employ and the roles they played; many of these men would continue their jobs into the era of decolonization in the 1960s and 1970s.

Colonial administrators and military planners often chose their recruits based on the notion of “martial race”—a label that denoted peoples supposedly possessing an inborn aptitude for warfare and fighting. But the notion always obscured more than it revealed: few Europeans could agree on which “races”—or ethnic groups—were “martial,” and in any case, the identities of those groups changed continuously. Nevertheless, this belief remained a fundamental, guiding principle of the European presence in colonial Africa.

The concept of “martial race” remains an awkward and ill-fitting Eurocentric category until African contributions, perspectives, and agencies are considered. “Martial race” was never a label neatly affixed by European administrators; rather, African peoples both contested its terms and shaped its contours. This book therefore takes as its starting point the idea of martial race and recasts it as a zone in which African men and women negotiated with their European counterparts, as well as with one another.

The contributors to this volume take a broad approach to the topic, one that minimizes divisions between the precolonial, colonial, and postcolonial eras, and thinks through how cultural practices and notions of warfare and martial traditions shifted and were transformed from one period into another. These scholars’ research touches on a wide variety of subjects, including

efforts to think about culture and martial race;
the intersection of ethnic identity and the creation of “tribes” with colonial martial race theory;
the connection between colonial ethnography and constructions of martial subjectivities;
the role of gender in shaping martial notions;
the contribution of women to creating or disputing martial identities;
the idea of martial race as it intersected with slavery;
warring traditions and economies of honor as avenues for staking claims to martial genealogies; and
claims to special status by veterans of anticolonial revolutionary wars.

Yet it is misleading because the legacy of empire differs in profound ways in both countries. Indians may be the fastest-growing group of migrants to Australia, but they have long been present.

British India, White Australia explores connections between Australia and India through the lens of the British Empire, by tracing the lives of people of Indian descent in Australia, from Australian Federation to Indian independence. The White Australia Policy was firmly in place while both countries were part of the British Empire. Australia was nominally self-governing but still attached very strongly to Britain; India was driven by the desire for independence. The racist immigration policies of dominions like Australia, and Britain’s inability to reform them, further animated nationalist sentiments in India.

Kama Maclean has undertaken extensive archival research in all three countries and the book includes cartoons and photographs, many of them shocking, that reflect attitudes of the time. In this original, landmark work she calls for more meaningful dialogue and acknowledgment of the constraints placed upon Indians in Australia and those attempting to immigrate. The force of white imperialism was strong: some Australians may have found solidarity with the cause of Indian nationalism, but at the point British India ceased to exist, White Australia remained steadfast. Indians are now the fastest-growing group of migrants in Australia, yet their presence has a long history, as told in this book.

Crime and the Administration of Justice in Buenos Aires, 1785–1853, analyzes the emergence of the criminal justice system in modern Argentina, focusing on the city of Buenos Aires as a case study. It concentrates on the formative period of the postcolonial penal system, from the installation of the second Audiencia (the superior justice tribunal in the viceroyalty of R?o de la Plata) in 1785 to the promulgation of the Argentine national constitution in 1853, when a new phase of interregional organization and codification began.

During this transitional period, basic features of the modern Argentine criminal justice system emerged. Osvaldo Barreneche studies these characteristics in detail: the institutional subordination of the judiciary; police interference and disruption in the relationships between the judiciary and civil society; the manipulation of the initial stages of the judicial process by senior police officers; and the use of institutionally malleable penal-legal procedures as a punitive system regardless of the judicially evaluated outcome of criminal cases.

Through analysis of criminal cases, Barreneche shows how different interpretations of liberalism, the changing roles of the new police and the military, and the institutionalization of education all contributed to the debate on penal reform during Argentina’s transition from colony to state. Only through understanding the historical development of legal and criminal procedures can contemporary social scientists come to grips with the struggle between democracy and authoritarianism in modern Argentina.

The book consists of ten chapters, each one a narrative of the work and experience of a particular ethnographer. Part One deals with colonial ethnography and Part Two with professional anthropology. Covering a selection of seminal 19th- and 20th-century ethnographies, the author explores the relationship between spiritual beliefs, colonial administration, ethnographic interests and fieldwork experience. It is argued that the presence of outsiders precipitated a new 'transformative animism' as colonial control over Portuguese Timor was consolidated. This came about because increasingly powerful outsiders posed threats and offered rewards to the Timorese just as the powerful ancestor spirits had long done; consequently, the Timorese ritualised their dealings with outsiders following their established model for appealing to spirits. Bringing colonial and professional ethnography into the one frame of reference, it is shown that ethnographers of both types not only bore witness to these processes of transformative animism, they also exemplified them. The book presents an original synthesis of East Timor's history, culture and anthropology.

Should a writer work in a former colonial language or in a vernacular? The language question was one of the great, intractable problems that haunted postcolonial literatures in the twentieth century, but it has since acquired a reputation as a dead end for narrow nationalism. This book returns to the language question from a fresh perspective. Instead of asking whether language matters, The Tongue-Tied Imagination explores how the language question itself came to matter.
Focusing on the case of Senegal, Warner investigates the intersection of French and Wolof. Drawing on extensive archival research and an under-studied corpus of novels, poetry, and films in both languages, as well as educational projects and popular periodicals, the book traces the emergence of a politics of language from colonization through independence to the era of neoliberal development. Warner reads the francophone works of well-known authors such as L?opold Senghor, Ousmane Semb?ne, Mariama B?, and Boubacar Boris Diop alongside the more overlooked Wolof-language works with which they are in dialogue.
Refusing to see the turn to vernacular languages only as a form of nativism, The Tongue-Tied Imagination argues that the language question opens up a fundamental struggle over the nature and limits of literature itself. Warner reveals how language debates tend to pull in two directions: first, they weave vernacular traditions into the normative patterns of world literature; but second, they create space to imagine how literary culture might be configured otherwise.
