In Infrastructures of Impunity Elizabeth F. Drexler argues that the creation and persistence of impunity for the perpetrators of the Cold War Indonesian genocide (1965–66) is not only a legal status but also a cultural and social process. Impunity for the initial killings and for subsequent acts of political violence has many elements: bureaucratic, military, legal, political, educational, and affective. Although these elements do not always work at once—at times some are dormant while others are ascendant—together they can be described as a unified entity, a dynamic infrastructure, whose existence explains the persistence of impunity. For instance, truth telling, a first step in many responses to state violence, did not undermine the infrastructure but instead bent to it. Creative and artistic responses to revelations about the past, however, have begun to undermine the infrastructure by countering its temporality, affect, and social stigmatization and demonstrating its contingency and specific actions, policies, and processes that would begin to dismantle it. Drexler contends that an infrastructure of impunity could take hold in an established democracy.

Universal human rights standards were adopted in 1948, but in the 1970s and 1980s, violent dictatorships in Argentina and Chile flagrantly defied the new protocols. Chilean general Augusto Pinochet and the Argentine military employed state terrorism in their quest to eradicate Marxism and other forms of “subversion.” Pinochet constructed an iron shield of impunity for himself and the military in Chile, while in Argentina, military pressure resulted in laws preventing prosecution for past human rights violations. When democracy was reestablished in both countries by 1990, justice for crimes against humanity seemed beyond reach.

Thomas C. Wright examines how persistent advocacy by domestic and international human rights groups, evolving legal environments, unanticipated events that impacted public opinion, and eventual changes in military leadership led to a situation unique in the world—the stripping of impunity not only from a select number of commanders of the repression but from all those involved in state terrorism in Chile and Argentina. This has resulted in trials conducted by national courts, without United Nations or executive branch direction, in which hundreds of former repressors have been convicted and many more are indicted or undergoing trial.

Impunity, Human Rights, and Democracy draws on extensive research, including interviews, to trace the erosion and collapse of the former repressors’ impunity—a triumph for human rights advocates that has begun to inspire authorities in other Latin American countries, including Peru, Uruguay, Brazil, and Guatemala, to investigate past human rights violations and prosecute their perpetrators.

The July 1936 uprising was not only aimed at ending the Republican regime, but had ideological goals: preventing the supposed Bolshevik Revolution, defending the 'unity of Spain, ' and reversing centre-left social and cultural reforms. An over-arching objective was the elimination of a social group identified as 'an enemy of Spain'-a group defined as not Catholic, not Spanish, and not traditional. With their access to state resources, their monopoly of force in some territories, and their subsequent victory, the coup's practice of genocide could be realised in the whole Spanish territory, permitting the hegemonic nature of the denialist discourse surrounding these crimes. Public debate over Francosim brings with it substantive disagreements. The book engages with the root causes of these disagreements. Violence and the memory of violence are viewed as part of a single phenomenon that has continued to the present, a process that is located within a comparative framework that analyzes the Spanish case beyond the debate between Francoism and anti-Francoism. The author explains the political and judicial proceedings in recent Spanish history with regard to its violent past and the implications for international justice initiatives.
