In Catastrophic Success, Alexander B. Downes compiles all instances of regime change around the world over the past two centuries. Drawing on this impressive data set, Downes shows that regime change increases the likelihood of civil war and violent leader removal in target states and fails to reduce the probability of conflict between intervening states and their targets. As Downes demonstrates, when a state confronts an obstinate or dangerous adversary, the lure of toppling its government and establishing a friendly administration is strong. The historical record, however, shows that foreign-imposed regime change is, in the long term, neither cheap, easy, nor consistently successful. The strategic impulse to forcibly oust antagonistic or non-compliant regimes overlooks two key facts. First, the act of overthrowing a foreign government sometimes causes its military to disintegrate, sending thousands of armed men into the countryside where they often wage an insurgency against the intervener. Second, externally-imposed leaders face a domestic audience in addition to an external one, and the two typically want different things. These divergent preferences place imposed leaders in a quandary: taking actions that please one invariably alienates the other. Regime change thus drives a wedge between external patrons and their domestic prot?g?s or between prot?g?s and their people. Catastrophic Success provides sober counsel for leaders and diplomats. Regime change may appear an expeditious solution, but states are usually better off relying on other tools of influence, such as diplomacy. Regime change, Downes urges, should be reserved for exceptional cases. Interveners must recognize that, absent a rare set of promising preconditions, regime change often instigates a new period of uncertainty and conflict that impedes their interests from being realized.

For over a decade, Canada’s participation in the war in Afghanistan dominated media headlines, government discussions, academic studies, and the public international security debate. Now that the mission in Afghanistan is over, what issues should shape Canada’s international security agenda? This collection of essays, written by leading observers of Canadian policy, seeks to answer this question by investigating how Canada will likely respond to new threats and security challenges in light of the experience gained in Afghanistan. Topics include the future place of NATO in defence and security policy, regions of concern and interest, and nuclear weapons and arms control.

Описание: As the twentieth century ended, Canada was completing its sixth term on the UN Security Council. A decade later, Ottawa’s attempt to return to the council was dramatically rejected by its global peers, leaving Canadians – and international observers – shocked and disappointed. Canada on the United Nations Security Council tells the story of that defeat and what it means for future campaigns, describing and analyzing Canada’s attempts since 1946, both successful and unsuccessful, to gain a seat as a non-permanent member. Impeccably researched and clearly written, this is the definitive history of the Canadian experience on the world’s most powerful stage.

Описание: ‘In this comprehensive and wide-ranging analysis, McConnon demonstrates the extent to which security concerns have come to pervade the development policies of the three major donor countries.’—Rita Abrahamsen, University of Ottawa, Canada ‘An original and compelling analysis of the security-development nexus of three donor countries here combined with a closer look at how their policies play out in two recipient countries, Kenya and Ethiopia, which are actually more representative than the usual high-profile cases of Afghanistan and Iraq. McConnon’s application of the risk-management lens is theoretically innovative and insightful. A most welcome contribution to the growing literature in this area.’—Stephen Brown, University of Ottawa, Canada‘The argument that security has been brought in to mainstream development policy partly, but not solely, because of the War on Terror is here meticulously detailed. The implication of this is that the security-development nexus is not an abstract idea, but a risk management strategy by the West. Using extensive documentary evidence McConnon provides a very clear discussion of policy that has big implications for theoretical approaches to development and security.’—Paul Jackson, University of Birmingham, UKThis book explores the security-development nexus through a study of the merging of security and development in the policies of the US, the UK and Canada. It argues that instead of framing this relationship as a ‘securitisation’ of development, it is best understood as a form of security risk management where development aid is expected to address possible security risks before they emerge. Rather than a single entity, the security-development nexus is instead a complex web of multiple interactions and possibilities. The work at hand is motivated by the increasingly close relationship between security and development actors, which was a consequence of a number of protracted civil conflicts in the 1990s. These cooperations were presented by donors as a common sense solution to conflict resolution and prevention, with the roots of many conflicts being seen to lie in development problems, and security being considered a necessary condition to allow development projects to take place. However, McConnon concludes that the merging of security and development is still largely driven by conventional hard security concerns.

Описание: The wars on terror, economic crises, climate change, and humanitarian emergencies have challenged decision makers to institute new measures to maintain security. Foreign policy analysts tend to view these decisions as being divorced from ethics, but is this the case? Unsettled Balance, the first rigorous and sustained analysis of security and ethics in the post-9/11 world, shows that ethical arguments about rights, obligations, norms, and values have played a profound role in Canadian foreign policy and international relations, from debates on the “responsibility to protect” as a practice to the militarization of humanitarian aid. Описание: Under what conditions do individuals and communities accept globalizeddecision making as legitimate? And what political practices doindividuals and collectivities under globalization use to exerciseautonomy? To answer these questions, the contributors explore thedisruptions and reconfigurations of political authority that accompanyglobalization. Arguing that we live in an era in which politicallegitimacy at multiple scales of authority is under strain, they showthat globalization has also created demands for regulation, security, and the protection of rights and expressions of individual andcollective autonomy.
