Описание: The recognition of Indigenous rights and the management of land and resources have always been fraught with complex power relations and conflicting expressions of identity. Indigenous Encounters with Neoliberalism explores how this issue is playing out in two countries very differently marked by neoliberalism’s local expressions – Canada and Mexico. Weaving together four distinct case studies, this book presents insights from Indigenous feminism, critical geography, political economy, and postcolonial studies. These examples highlight Indigenous people’s responses to neoliberalism, reflecting the tensions that result from how Indigenous identity, gender, and the environment have been connected.

Описание: In Santa Barbara’s Legacy: An Environmental History of Huancavelica, Peru, Nicholas A. Robins presents the first comprehensive environmental history of a mercury producing region in Latin America. Tracing the origins, rise and decline of the regional population and economy from pre-history to the present, Robins explores how people’s multifaceted, intimate and often toxic relationship with their environment has resulted in Huancavelica being among the most mercury-contaminated urban areas on earth. The narrative highlights issues of environmental justice and the toxic burdens that contemporary residents confront, especially many of those who live in adobe homes and are exposed to mercury, as well as lead and arsenic, on a daily basis. The work incorporates archival and printed primary sources as well as scientific research led by the author.

Описание:

Ecuador is the third-largest foreign supplier of crude oil to the western United States. As the source of this oil, the Ecuadorian Amazon has borne the far-reaching social and environmental consequences of a growing U.S. demand for petroleum and the dynamics of economic globalization it necessitates. Crude Chronicles traces the emergence during the 1990s of a highly organized indigenous movement and its struggles against a U.S. oil company and Ecuadorian neoliberal policies. Against the backdrop of mounting government attempts to privatize and liberalize the national economy, Suzana Sawyer shows how neoliberal reforms in Ecuador led to a crisis of governance, accountability, and representation that spurred one of twentieth-century Latin America’s strongest indigenous movements.

Through her rich ethnography of indigenous marches, demonstrations, occupations, and negotiations, Sawyer tracks the growing sophistication of indigenous politics as Indians subverted, re-deployed, and, at times, capitulated to the dictates and desires of a transnational neoliberal logic. At the same time, she follows the multiple maneuvers and discourses that the multinational corporation and the Ecuadorian state used to circumscribe and contain indigenous opposition. Ultimately, Sawyer reveals that indigenous struggles over land and oil operations in Ecuador were as much about reconfiguring national and transnational inequality—that is, rupturing the silence around racial injustice, exacting spaces of accountability, and rewriting narratives of national belonging—as they were about the material use and extraction of rain-forest resources.

Hunters at the Margin: Native People and Wildlife Conservation in the Northwest Territories

Описание: Hunters at the Margin examines the conflict in the Northwest Territories between Native hunters and conservationists over three big game species: the wood bison, the muskox, and the caribou. John Sandlos argues that the introduction of game regulations, national parks, and game sanctuaries was central to the assertion of state authority over the traditional hunting cultures of the Dene and Inuit. His archival research undermines the assumption that conservationists were motivated solely by enlightened preservationism, revealing instead that commercial interests were integral to wildlife management in Canada.

Описание: Aboriginal people in Canada have long struggled to regain control over their traditional forest lands. Aboriginal Peoples and Forest Lands in Canada brings together the diverse perspectives of Aboriginal and non-Aboriginal scholars to address the political, cultural, environmental, and economic implications of forest use. This book discusses the need for professionals working in forestry and conservation to understand the context of Aboriginal participation in resource management. It also addresses the importance of considering traditional knowledge and traditional land use and examines the development of co-management initiatives and joint ventures between government, forestry companies, and Aboriginal communities.

Описание: In Ecowomanism at the Panamб Canal: Black Women, Labor, and Environmental Ethics, Sofia Betancourt constructs a transnational ecowomanist ethic that reclaims inherited environmental cultures across multiple sites of displacement. Betancourt argues that women in the African diaspora have a unique understanding of how a moral refusal to compromise their humanity provides the very understanding needed to survive what was once an inconceivable level of environmental devastation. This work is guided by the experiences of West Indian women, imported to Panamб by the United States from across the Caribbean, whose labor supported the building of the Panamб Canal--the so-called silver men and women who faced mud, mosquitoes, and malaria while building a literal pathway to the American empire.

Описание: The economic reforms imposed by Augusto Pinochet’s regime (1973–1990) are often credited with transforming Chile into a global economy and setting the stage for a peaceful transition to democracy, individual liberty, and the recognition of cultural diversity. The famed economist Milton Friedman would later describe the transition as the “Miracle of Chile.” Yet, as Patricia Richards reveals, beneath this veneer of progress lies a reality of social conflict and inequity that has been perpetuated by many of the same neoliberal programmes.

In Race and the Chilean Miracle, Richards examines conflicts between Mapuche indigenous people and state and private actors over natural resources, territorial claims, and collective rights in the Araucanía region. Through ground-level fieldwork, extensive interviews with local Mapuche and Chileans, and analysis of contemporary race and governance theory, Richards exposes the ways that local, regional, and transnational realities are shaped by systemic racism in the context of neoliberal multiculturalism.

Richards demonstrates how state programs and policies run counter to Mapuche claims for autonomy and cultural recognition. The Mapuche, whose ancestral lands have been appropriated for timber and farming, have been branded as terrorists for their activism and sometimes-violent responses to state and private sector interventions. Through their interviews, many Mapuche cite the perpetuation of colonialism under the guise of development projects, multicultural policies, and assimilationist narratives. Many Chilean locals and political elites see the continued defiance of the Mapuche in their tenacious connection to the land, resistance to integration, and insistence on their rights as a people. These diametrically opposed worldviews form the basis of the racial dichotomy that continues to pervade Chilean society.

In her study, Richards traces systemic racism that follows both a top-down path (global, state, and regional) as well as a bottom-up one (local agencies and actors), detailing their historic roots. Richards also describes potential positive outcomes in the form of intercultural coalitions or indigenous autonomy. Her compelling analysis offers new perspectives on indigenous rights, race, and neoliberal multiculturalism in Latin America and globally.

Описание: Navigating Neoliberalism argues that neoliberalism, which drives government policy concerning First Nations in Canada, can also drive self-determination. And in a globalizing world, new opportunities for indigenous governance may transform socioeconomic well-being. Gabrielle Slowey studies the development of First Nations governance in health, education, economic development, and housing. Contrary to the popular belief that First Nations suffer in an age of state retrenchment, privatization, and decentralization, Slowey finds that the Mikisew First Nation has successfully exploited opportunities for greater autonomy and well-being that the current political and economic climate has presented.
