Описание: Apartheid vertigo, the dizzying sensation following prolonged oppression and delusions of skin colour, is the focus of this book. For centuries, the colour-code shaped state and national ideals, created social and emotional distances between social groups, permeated public and private spheres, and dehumanized Africans of all nationalities in South Africa. Two decades after the demise of official apartheid, despite four successive black governments, apartheid vertigo still distorts South Africa's postcolonial reality. The colour-code endures, but now in postcolonial masks. Political freedom notwithstanding, vast sections of the black citizenry have adopted and adapted the code to fit the new reality. This vertiginous reality is manifest in the neo-apartheid ideology of Makwerekwere - the postcolonial colour-code mobilized to distinguish black outsiders from black insiders. Apartheid vertigo ranges from negative sentiments to outright violence against black outsiders, including insults, humiliations, extortions, searches, arrests, detentions, deportations, tortures, rapes, beatings, and killings. Ironically, the victims are not only the outsiders against whom the code is mobilized but also the insiders who mobilize it. Drawing on evidence from interviews, observation, press articles, reports, research monographs, and history, this book unravels the synergies of history, migration, nationalism, black group relations, and violence in South Africa, deconstructing the idea of visible differences between black nationals and black foreign nationals. The book demonstrates that in South Africa, violence always lurks on the surface of everyday life with the potential to burst through the fragile limits set upon it and possibly escalate to ethnic cleansing.

In 1879, the British colony of Natal invaded the neighboring Zulu kingdom. Large numbers of Natal Africans fought with the British against the Zulus, enabling the British to claim victory and, ultimately, to annex the Zulu kingdom. Less than thirty years later, in 1906, many of those same Natal Africans, and their descendants, rebelled against the British in the name of the Zulu king. In The Other Zulus, a thorough history of Zulu ethnicity during the colonial period, Michael R. Mahoney shows that the lower classes of Natal, rather than its elites, initiated the transformation in ethnic self-identification, and they did so for multiple reasons. The resentment that Natal Africans felt toward the Zulu king diminished as his power was curtailed by the British. The most negative consequences of colonialism may have taken several decades to affect the daily lives of most Africans. Natal Africans are likely to have experienced the oppression of British rule more immediately and intensely in 1906 than they had in 1879. Meanwhile, labor migration to the gold mines of Johannesburg politicized the young men of Natal. Mahoney's fine-grained local history shows that these young migrants constructed and claimed a new Zulu identity, both to challenge the patriarchal authority of African chiefs and to fight colonial rule.

Описание: Indirect rule -- the British colonial policy of employing indigenous tribal chiefs as political intermediaries -- has typically been understood by scholars as little more than an expedient solution to imperial personnel shortages. A reexamination of the history of indirect rule in South Africa reveals it to have been much more: an ideological strategy designed to win legitimacy for colonial officials. Indirect rule became the basic template from which segregation and apartheid emerged during the twentieth century and set the stage for a post-apartheid debate over African political identity and "traditional authority" that continues to shape South African politics today. This new study, based on firsthand field research and archival material only recently made available to scholars, unveils the inner workings of South African segregation. Drawing influence from a range of political theorists including Machiavelli, Marx, Weber, Althusser, and Zizek, Myers develops a groundbreaking understanding of the ways in which leaders struggle to legitimize themselves through the costuming of political power.
J. C. Myers is Associate Professor of Political Science at California State University, Stanislaus.

Описание: Why is dissatisfaction with local democracy endemic, despite the spread of new participatory institutions? This book argues that a key reason is the limited power of elected local officials, especially to produce the City. City Hall lacks control over key aspects of city decision-making, especially under conditions of economic globalisation and rapid urbanisation in the urban South. Demonstrated through case studies of daily politics in Hout Bay, Democracy Disconnected shows how Cape Town residents engage local rule. In the absence of democratic control, urban rule in the Global South becomes a complex and contingent framework of multiple and multilevel forms of urban governance (FUG) that involve City Hall, but are not directed by it. Bureaucratic governance coexists alongside market, developmental and informal forms of governance. This disconnect of democracy from urban governance segregates people spatially, socially, but also politically. Thus, while the residents of Hout Bay may live next to each other, they do not live with each other. This book will be a valuable resource for students on programmes such as urban studies, political science, sociology, development studies, and political geography.

Описание: How federalism can be used to provide recognition and accommodate ethnic groups is an important topic, not only in Africa, but in multi-ethnic communities around the world. Examining how institutions of multi-ethnic states have been designed to accommodate ethnic diversity while at the same time maintaining national unity, this book locates institutional responses to the challenges of ethnic diversity within the context of a federal arrangement. It examines how a federal arrangement has been used to reconcile the conflicting pressures of the demand for the recognition of distinctive identities, on the one hand, and the promotion of political and territorial integrity, on the other. Comparative case studies of South Africa and Ethiopia as the two federal systems provide a contrasting approach to issues of ethnic diversity. Suggesting new ways in which federalism might work, the author identifies key institutions lessons which will help to build an all-inclusive society.
