The interaction between President William Howard Taft and the Congress provides a window on his leadership. Volume IV of The Collected Works of William Howard Taft is devoted to his messages to the legislative branch and concerns some of the pressing issues of the day, issues that have relevance still.
Oftentimes President Taft was at odds with a somewhat reactionary Congress, causing him to veto legislation that he thought unwise. For example, his commitment to the independence of elected judges led him to reject statehood for Arizona until its constitution was altered to address his objection.
His messages also touched on subjects for which he led the way over the objections of Congress, such as his recommendation of a federal law to protect resident aliens against denial of their civil rights and his advocacy of free trade with Canada.
In his commentary to the volume, Professor Burton points out: “There is exhibited time after time concern for the American people, for men and women from different walks of life. Taft comes across less as a judge, which he had been, or the chief justice he was to become, and more as a sitting president of all the people.”
Taft’s Presidential Messages to Congress provides the documentary evidence to support that claim.
In the midst of World War I, from April 28 to May 1, 1915, more than a thousand women from Europe and North America gathered in The Hague to discuss proposals for a peaceful end to the war. As one of the founders of the Woman's Peace Party, Jane Addams was among the attendees at the International Congress of Women, along with fellow social reformers and peace activists Emily G. Balch and Alice Hamilton. This book contains their journalistic accounts of the Congress's proceedings and results as well as their personal reflections on peace, war, politics, and the central role of women in the preservation of peace.
Following the conference in The Hague, Addams and Balch traveled around Europe as members of delegations visiting various governmental leaders to demand an end to the war. In this book they describe the activities of these delegations, painting a vivid portrait of the emerging women's peace movement.
With the continuing growth of the peace movement, the essays in Women at the Hague remain as timely as they were when first published in 1915. Shall Not Be Denied: Women Fight for the Vote tells the story of the long campaign for women's suffrage - considered the largest reform movement in American history - which lasted more than seven decades. The struggle was not for the fainthearted. For years, determined women organized, lobbied, paraded, petitioned, lectured, picketed and faced imprisonment.
The book is a profusely illustrated companion to an exhibition organized by the Library of Congress. Both the book and the exhibition draw from the Library's extensive collections of personal papers and organizational records of such figures as Susan B. Anthony, Elizabeth Cady Stanton, Mary Church Terrell, Carrie Chapman Catt, the National Woman's Party, the National American Woman Suffrage Association and others.
Shall Not Be Denied traces the movement leading to the women's rights convention at Seneca Falls, the contributions of suffragists who worked to persuade women that they deserved the same rights as men, the divergent political strategies and internal divisions they overcame, the push for a federal women's suffrage amendment and the legacy of this movement. Shall Not Be Denied is part of the national commemoration of the 100th anniversary of women's suffrage, marking major milestones in 2019 and 2020. The exhibition opens on the 100th anniversary of the U.S. Senate's passage of the suffrage amendment that would become the 19th amendment to the Constitution once ratification by the states was certified on August 26, 1920.
