Focusing on Dushanbe, Tajikistan, Isaac McKean Scarborough describes how this city experienced skyrocketing unemployment, a depleted budget, and streets filled with angry young men unable to support their families. Tajikistan was left without financial or military resources, unable and unprepared to stand against the wave of populist politicians of all stripes who took advantage of the economic collapse and social discontent to try to gain power. By May 1992, political conflict became violent and bloody and engulfed the whole of Tajikistan in war. Moscow's Heavy Shadow tells the story of how this war came to be, and how it was grounded in the reform and collapse of the Soviet economy that came before.

Bringing together theories of democratic deliberation and peacebuilding, Kostovicova demonstrates how people from opposing ethnic groups reconcile through reasoned, respectful, and empathetic deliberation about a difficult legacy. She finds that expression of ethnic difference plays a role in good-quality deliberation across ethnic lines, while revealed intraethnic divisions help deliberators expand moral horizons previously narrowed by conflict. In the process, people forge bonds of solidarity and offset divisive identity politics that bears upon their deliberations.
Reconciliation by Stealth shows us the importance of theoretical and methodological innovation in capturing how transitional justice can promote reconciliation, and points to the untapped potential of deliberative problem-solving to repair relationships fractured by conflict.

The efforts to manage each of them are imagined as constituting a mediation regime, and its effectiveness is assessed in terms of good governance. Among the findings of the book is that the measures of manoeuvring around incompatibilities are employed predominantly in managing regional conflicts. In intrastate conflicts, which mostly involve ethnic minorities, the authorities first aim to eliminate, or impose its own position on, ethnic parties. When this strategy proves unsuccessful, they have no choice but manoeuvre around incompatibilities, which may eventually open up a space for mutual learning. In interstate conflicts, the manoeuvring around strategy works in a more straightforward manner, contributing to regional stability. However, the stability is achieved at the cost of local communities and the natural environment, which absorb the incompatibilities in conflict.

Many conflicts throughout the world can be characterized as sovereignty conflicts in which two states claim exclusive sovereign rights for different reasons over the same piece of land.
