Focusing on soft power, development, humanitarianism and modes of intervention, the authors investigate disputes over international norms and trade patterns. Through global approaches and specific case studies drawn from Asia, Africa and the Caribbean, they demonstrate where opportunities for international cooperation were missed and how useful partnerships might be found. The EU and the Commonwealth are undoubtedly very different organisations but distinctions can provide grounds for meaningful, relevant cooperation. More strategic dialogue between the Commonwealth and the EU, this volume agues, would be a valuable asset for the two international organisations, their member states and their citizens. By the end of the 1960s the process of decolonization had practically run its course in Southeast Asia. One exception, however, was tiny Portuguese Timor, where notions of self-determination and independence had yet to be generated. In 1974, the Carnation Revolution in Portugal brought about the end of fifty years of dictatorship, and halfway around the world, presented a new opportunity to a small, ambitious proportion of the Timorese population, eager to shape the future of their country.
This book presents a compelling and original perspective on the critical period of 1974-1975 in the history of East Timor. It describes how the language of politics helped to shape the events that brought about the decolonization of Portuguese Timor, its brief independence as The Democratic Republic of East Timor, and its recolonization by an Asian neighbour. Further, it challenges the idea that this period of history was infused by the spirit of nationalism in which the majority Timorese partook, and which contended with other competing western -isms, including colonialism, communism, neo-colonialism, and fascism. In contrast, the book argues that the Timorese majority had little understanding of any of these alien political abstractions and that the period can be most effectively explained and understood in terms of the contrast between the political culture of Dili, the capital, and the political culture of the rest of the country. In turn, David Hicks highlights how the period of 1974-1975 can offer lessons to government and international policy-makers alike who are trying to bring about a transformation in governance from the traditional to the legal and convert individuals from peasants to citizens.

As far as immigration theory is concerned, the attempt to reconcile concern for all persons with the reality of state boundaries and exclusionary policies has proved difficult within the limits of normative liberal political philosophy. However, the realpolitik of migration in today's environment forces a major paradigm shift. We must move beyond standard debates between those who argue for more open borders and those who argue for more closed borders. This bookaims to show that a realistic utopia of political theory of immigration is possible, but argues that to do so we must focus on expanding the boundaries of what are familiar normative positions in political theory. Theorists must better inform themselves of the concrete challenges facing migration policies: statelessness, brain drain, migrant rights, asylum policies, migrant detention practices, climate refugees, etc. We must ask: what is the best we can and ought to wish for in the face of these difficult migration challenges.
Blake, Carens, and Cole offer pieces that outline the major normative questions in the political theory of immigration. The positions these scholars outline are challenged by the pieces contributed by Lister, Ottonelli, Torresi, Sager, and Silverman. These latter pieces force the reformulation of the central positions in normative political theory of immigration.
