The GCC is a major player in the post-2011 reordering of the Middle East. Despite the rise in prominence of individual Gulf states - especially Kuwait, Qatar, Saudi Arabia and the United Arab Emirates - and the growth of the GCC as a collective entity, surprisingly little attention has been paid to the actual mechanics of policy-making in the region. This book analyses the vital role that institutions are coming to play in shaping policy in the Gulf Arab states. The research coincides with two key developments that have given institutions new importance in the policy process: the emergence of a new generation of leaders in the Gulf, and the era of low oil prices. Both developments, along with dramatic demographic change, have compelled state and citizens to re-evaluate the nature of the social contract that binds them together. Contributors assess the changing relationship between state and citizen and evaluate the role that formal and informal institutions play in mediating such change and informing policy.The book shows how academic, social and economic institutions are responding to the increasingly complex process of decision-making, where citizens demand better services and further empowerment, and states are obliged to seek wider counsel, although wanting to retain ultimate authority. The establishment of democracy on both sides of the Atlantic has not been a smooth evolution towards an idealized presumed endpoint. The authors analyze political parties, social movements, communications and social media, governance, cultural diversity, identity politics, public-private actors and social cohesion to illustrate how the structure and context of popular participation play a significant role in whether, and when, citizens efforts have any meaningful impact on those who exercise political power. In doing so, the authors take crucial steps towards understanding how a vigorous public sphere and popular sovereignty can be made to work in today's global environment.

It assumes that another power source, independent of hard and soft power, does exist. Invisible, structure-manipulating, and effectively leveraged, it is precisely this “third power” that drives and shapes power phenomena in the “global age” more intensively than either hard or soft power. This book seeks to verify its core hypotheses by applying them to a set of selected global phenomena, particularly from the domains of geopolitics (Belt & Road Initiative, Iran conflict, war in Afghanistan, and competition for a new world order) and technology (Global Navigation Satellite Systems, 5G infrastructure, race for international standards, and ICT rivalry). Rather than systematically examining each of these issues, it focuses on extracting theoretical meanings from these cases to demonstrate the logic of globality and structural power, partly from global-horizontal perspectives, partly through a structural-vertical lens.
