Yet in defiance of these conditions, civil society grew, with thousands of associations forming throughout the conflict.

Associations were set up to protect human rights and vulnerable populations, commemorate those assassinated and promote Algerian heritage. There are now over 93,000 associations registered across the country. Although social, economic and political turbulence continues, new networks still emerge and, since the Arab revolts of 2011, organised demonstrations increasingly take place.

Civil Society in Algeria examines these recent developments and scrutinizes the role associations play in promoting political reform and democratization in Algeria. Based on extensive fieldwork undertaken both before and after the Arab Spring, the book shows how associations challenge government policy in the public sphere. Algeria is playing an increasingly important role in the stability and future peaceful relations of the Middle East and North Africa.

This book reveals the new forms of activism that are challenging the ever-powerful state. It is a valuable resource for Algeria specialists and for scholars researching political reform and democratization across the Middle East and North Africa.

Описание: While economic growth has been sustained for a number of years in many countries in the Middle East and North Africa (MENA) region, this has not resulted in the creation of an adequate number of jobs and has succeeded, at best, in generating low-quality, informal jobs. While there is a great deal of heterogeneity across countries, informality in MENA is widespread, and some countries in the region are amongst the most informal economies in the world. The book looks at informality through a human development angle and focuses specifically on informal employment. In line with this approach, the working definition for informality adopted in the book is “lack of social security coverage” (usually understood as pensions, or if a pension system does not exist, as health insurance), which captures well the vulnerability associated with informal employment. Informal workers in MENA are generally engaged in low productivity jobs - more so than in comparator countries -, are paid less for otherwise similar work in the formal sector, and self-report low levels of satisfaction at work. Also, informal workers in MENA face important mobility barriers into formal employment and thus lack of social security coverage against health, unemployment, and old-age risks. Formal employment in the MENA region is strongly associated with public sector employment. Opportunities for formal employment in the private sector in the region remain very limited. The book identifies 5 strategic directions to promote long-term inclusive growth and formality, namely: (i) fostering competition; (ii) realigning incentives in the public sector; (iii) moving towards labor regulations that promote labor mobility and provide support to workers in periods of transition; (iv) enhancing the productivity of informal workers through training and skills upgrading; and (v) reforming existing social insurance systems and introduce new instruments for coverage extension. This book is addressed to policy makers, academics, and practitioners who wish to understand the phenomenon of informal employment, and policy options for promoting more inclusive and productive labor market opportunities.

Today, the region can be proud that its women are enrolling in far greater numbers in university than ever before, and indeed, in many countries, young women are more educated than young men. At the same time, MENA has also witnessed the largest decrease in maternal mortality in the world. <br><br>These achievements are commendable, and the next step is expanding the role of MENA women in the work place and in public life. Currently, only one in four women of working age are employed or looking for work. Many of them find it very difficult to get a job. Young women in many MENA countries face unemployment rates as high as 50 percent. It is no surprise then, that the region's young, educated women are calling for greater access to economic opportunities, and a more equal, inclusive society. <br><br>These unmet aspirations and the vast untapped potential of half of the region's people, at a time when the region is undergoing a momentous transformation is the context of this report. The analysis in the report makes a compelling case for concerted and coordinated action on multiple fronts to realise these aspirations and harness the potential of MENA's women. In the region, women face a complex set of constraints to decision-making, choice, mobility and opportunity. Legal barriers, gender norms, lack of market relevant skills, limited opportunities in the private sector, to name a few. The report offers suggestions for policy action to address these myriad challenges. As the region looks to a new future and a new development path, we hope that this report will provide an analytical platform for debate and dialogue and a renewed commitment to gender equality.

Описание: This study assesses the potential for job creation through infrastructure investment in the Middle East and North Africa. The region has experience in making the most of infrastructure investments, but maintaining and spreading the momentum in infrastructure will be important to support future growth and job creation. To do so, policymakers will have to recognize that there are large differences in initial conditions across the region in terms of starting stock, needs, fiscal commitments, private sector participation and job creation potential. Overall, the region’s infrastructure needs through 2020 are quite large and estimated at about 106 billion dollars per year or 6.9 percent of the annual regional GDP. The differences in infrastructure and maintenance needs across sub-regions are also impressive, with developing oil exporters expected to require almost 11 percent of their GDP annually, while the oil importing countries and the GCC oil exporters expected to need approximately 6 and 5 percent of their GDP, respectively. Investment and rehabilitation needs are likely to be especially high in the electricity and transport sectors, particularly roads. Rehabilitation needs are expected to account for slightly more than half of total infrastructure needs. While oil exporters will be able to meet their national infrastructure needs if they maintain investment spending at rates prevailing in the 2000s, oil importers will fall short. The infrastructure sector has the potential to contribute to employment creation in MENA. The region could generate 2.0 million direct jobs and 2.5 million direct, indirect and induced infrastructure-related jobs just by meeting estimated, annual investment needs. However, the potential varies greatly across countries, and infrastructure alone will not resolve MENA’s unemployment problem. Going forward, decisions on what types of public spending to expand and what to downsize in order to achieve balanced budgets will have important implications for jobs. In designing country specific solutions, governments will have to tackle predictable challenges: the governance of job creation, the proper targeting and fiscal costs assessment of subsidies needed to create jobs, the design and fiscal costs of the (re)training programs needed and the expectations on the job creation effects of infrastructure.

Описание: Climate change and migration are major concerns in the MENA region, yet the empirical evidence on the impact of climate change and extreme weather events on migration remains limited. Information is broadly lacking on how households in vulnerable areas perceive changes in the climate, how they are affected by extreme weather events, whether they benefit from community and government programmes to help them cope with and adapt to a changing climate, and how these conditions influence the decision of household members to migrate, either temporarily or permanently. This introductory chapter summarises briefly the main results of the study which relied on existing data as well as focus groups and new household surveys collected in 2011 in Algeria, Egypt, Morocco, Syria, and Yemen. <br><br>The results suggest that households do perceive important changes in the climate, and that many households are being affected by extreme weather events resulting in losses in income, crops, and livestock. The coping and adaptation strategies used by households to deal with weather shocks are diverse, but also limited, with most households not able to recover from the negative impact of weather shocks. The ability of community level responses and government programmes to support households is also very limited. Finally, while climate change is not today the main driver of migration flows, it does appear to contribute substantially to these flows, so that worsening climatic conditions are likely to exacerbate future migration flows.
