Georgian and Soviet investigates the constitutive capacity of Soviet nationhood and empire. The Soviet republic of Georgia, located in the mountainous Caucasus region, received the same nation-building template as other national republics of the USSR. Yet Stalin's Georgian heritage, intimate knowledge of Caucasian affairs, and personal involvement in local matters as he ascended to prominence left his homeland to confront a distinct set of challenges after his death in 1953.

Utilizing Georgian archives and Georgian-language sources, Claire P. Kaiser argues that the postwar and post-Stalin era was decisive in the creation of a "Georgian" Georgia. This was due not only to the peculiar role played by the Stalin cult in the construction of modern Georgian nationhood but also to the subsequent changes that de-Stalinization wrought among Georgia's populace and in the unusual imperial relationship between Moscow and Tbilisi. Kaiser describes how the Soviet empire could be repressive yet also encourage opportunities for advancement—for individual careers as well as for certain nationalities. The creation of national hierarchies of entitlement could be as much about local and republic-level imperial imaginations as those of a Moscow center.

Georgian and Soviet reveals that the entitled, republic-level national hierarchies that the Soviet Union created laid a foundation for the claims of nationalizing states that would emerge from the empire's wake in 1991. Today, Georgia still grapples with the legacies of its Soviet century, and the Stalin factor likewise lingers as new generations of Georgians reevaluate the symbiotic relationship between Soso Jughashvili and his native land.

The Soviet Union was the first of Europe's multiethnic states to confront the rising tide of nationalism by systematically promoting the national consciousness of its ethnic minorities and establishing for them many of the institutional forms characteristic of the modern nation-state. In the 1920s, the Bolshevik government, seeking to defuse nationalist sentiment, created tens of thousands of national territories. It trained new national leaders, established national languages, and financed the production of national-language cultural products.This was a massive and fascinating historical experiment in governing a multiethnic state.

Terry Martin provides a comprehensive survey and interpretation, based on newly available archival sources, of the Soviet management of the nationalities question. He traces the conflicts and tensions created by the geographic definition of national territories, the establishment of dozens of official national languages, and the world's first mass "affirmative action" programs. In Transnational Nationalism and Collective Identity among the American Irish, Howard Lune considers the development and mobilization of different nationalisms over 125 years of Irish diasporic history (1791–1920) and how these campaigns defined the Irish nation and Irish citizenship.

Nested Nationalism is a study of the politics and practices of managing national minority identifications, rights, and communities in the Soviet Union and the personal and political consequences of such efforts. Titular nationalities that had republics named after them in the USSR were comparatively privileged within the boundaries of "their" republics, but they still often chafed both at Moscow's influence over republican affairs and at broader Russian hegemony across the Soviet Union. Meanwhile, members of nontitular communities frequently complained that nationalist republican leaders sought to build titular nations on the back of minority assimilation and erasure. Drawing on extensive archival and oral history research conducted in Armenia, Azerbaijan, Dagestan, Georgia, and Moscow, Krista A. Goff argues that Soviet nationality policies produced recursive, nested relationships between majority and minority nationalisms and national identifications in the USSR.

Goff pays particular attention to how these asymmetries of power played out in minority communities, following them from Azerbaijan to Georgia, Dagestan, and Iran in pursuit of the national ideas, identifications, and histories that were layered across internal and international borders. What mechanisms supported cultural development and minority identifications in communities subjected to assimilationist politics? How did separatist movements coalesce among nontitular minority activists? Detailed textual analysis of fiction, nonfiction, film, and musical performance illustrates the complexity of these cultural beliefs in the 1920s and also shows their survival to the present day. In part, jazz absorbed the U.S. cultural imagination due to the nineteenth-century artistic search for music that would define the national character.

To the chagrin of Anglo-Saxon nativists, jazz ascended as an exemplar of cultural hybridity and pluralism. The writers and entertainers studied in this volume--most of whom were minorities of Jewish Irish or African heritage--hailed the new social possibilities that they heard and felt in jazz. Yet most of them also qualified their enthusiasm by remaining wary of both the seductions of jazz's commercialization and the loss of ethnic identity in the melting pot.
