Following the Second World War, a massive land reclamation project to boost Japan’s rice production capacity led to the transformation of the shallow lagoon of Hachirogata in Akita Prefecture into a seventeen-thousand-hectare expanse of farmland. In 1964, the village of Ogata-mura was founded on the empoldered land inside the lagoon and nearly six hundred pioneers from across the country were brought to settle there. The village was to be a model of a new breed of highly mechanized, efficient rice agriculture; however, the village’s purpose was jeopardized when the demand for rice fell, and the goal of creating an egalitarian farming community was threatened as individual entrepreneurialism took root and as the settlers became divided into political factions that to this day continue to struggle for control of the village. Based on seventeen years of research, this book explores the process of Ogatamura’s development from the planning stages to the present. An intensive ethnographic study of the relationship between land reclamation, agriculture, and politics in regional Japan, it traces the internal social effects of the village’s economic transformations while addressing the implications of national policy at the municipal and regional levels.

In Reclaiming the Discarded Kathleen M. Millar offers an evocative ethnography of Jardim Gramacho, a sprawling garbage dump on the outskirts of Rio de Janeiro, where roughly two thousand self-employed workers known as catadores collect recyclable materials. While the figure of the scavenger sifting through garbage seems iconic of wageless life today, Millar shows how the work of reclaiming recyclables is more than a survival strategy or an informal labor practice. Rather, the stories of catadores show how this work is inseparable from conceptions of the good life and from human struggles to realize these visions within precarious conditions of urban poverty. By approaching the work of catadores as highly generative, Millar calls into question the category of informality, common conceptions of garbage, and the continued normativity of wage labor. In so doing, she illuminates how waste lies at the heart of relations of inequality and projects of social transformation.

Most California histories begin with the arrival of the Spanish missionaries in the late eighteenth century and conveniently skip to the Gold Rush of 1849. Noticeably absent from these stories are the perspectives and experiences of the people who lived on the land long before European settlers arrived. Historian William Bauer seeks to correct that oversight through an innovative approach that tells California history strictly through Native perspectives. Using oral histories of Concow, Pomo, and Paiute workers, taken as part of a New Deal federal works project, Bauer reveals how Native peoples have experienced and interpreted the history of the land we now call California. Combining these oral histories with creation myths and other oral traditions, he demonstrates the importance of sacred landscapes and animals and other nonhuman actors to the formation of place and identity. He also examines tribal stories of ancestors who prophesied the coming of white settlers and uses their recollections of the California Indian Wars to push back against popular narratives that seek to downplay Native resistance. The result both challenges the �California story� and enriches it with new voices and important points of view, serving as a model for understanding Native historical perspectives in other regions.

In the 1970s the Quinault and Suquamish, like dozens of Indigenous nations across the United States, asserted their sovereignty by applying their laws to everyone on their reservations. This included arresting non-Indians for minor offenses, and two of those arrests triggered federal litigation that had big implications for Indian tribes’ place in the American political system. Tribal governments had long sought to manage affairs in their territories, and their bid for all-inclusive reservation jurisdiction was an important, bold move, driven by deeply rooted local histories as well as pan-Indian activism. They believed federal law supported their case.

In a 1978 decision that reverberated across Indian country and beyond, the Supreme Court struck a blow to their efforts by ruling in Oliphant v. Suquamish Indian Tribe that non-Indians were not subject to tribal prosecution for criminal offenses. The court cited two centuries of US legal history to justify their decision but relied solely on the interpretations of non-Indians.

In Reclaiming the Reservation, Alexandra Harmon delves into Quinault, Suquamish, and pan-tribal histories to illuminate the roots of Indians’ claim of regulatory power in their reserved homelands. She considers the promises and perils of relying on the US legal system to address the damage caused by colonial dispossession. She also shows how tribes have responded since 1978, seeking and often finding new ways to protect their interests and assert their sovereignty.

Reclaiming the Reservation is the 2020 winner of the Robert G. Athearn Prize for a published book on the twentieth-century American West, presented by the Western History Association.
