Frederick Cooper presents citizenship as "claim-making"--the assertion of rights in a political entity. What those rights should be and to whom they should apply have long been subjects for discussion and political mobilization, while the kind of political entity in which claims and counterclaims have been made has varied over time and space.

Citizenship ideas were first shaped in the context of empires. The relationship of citizenship to "nation" and "empire" was hotly debated after the revolutions in France and the Americas, and claims to "imperial citizenship" continued to be made in the mid-twentieth century. Cooper examines struggles over citizenship in the Spanish, French, British, Ottoman, Russian, Soviet, and American empires, and he explains the reconfiguration of citizenship questions after the collapse of empires in Africa and India. He explores the tension today between individualistic and social conceptions of citizenship, as well as between citizenship as an exclusionary notion and flexible and multinational conceptions of citizenship.

Citizenship, Inequality, and Difference is a historically based reflection on some of the most fundamental issues facing human societies in the past and present.

Japan's contemporary struggle with low fertility rates is a well-known issue, as are the country's efforts to bolster their population in order to address attendant socioeconomic challenges. However, though this anxiety about and discourse around population is thought of as relatively recent phenomenon, government and medical intervention in reproduction and fertility are hardly new in Japan. The "population problem (jinko mondai)" became a buzzword in the country over a century ago, in the 1910s, with a growing call among Japanese social scientists and social reformers to solve what were seen as existential demographic issues.

In this book, Sujin Lee traces the trajectory of population discourses in interwar and wartime Japan, and positions them as critical sites where competing visions of modernity came into tension. Lee destabilizes the essentialized notions of motherhood and population by dissecting gender norms, modern knowledge, and government practices, each of which played a crucial role in valorizing, regulating, and mobilizing women's maternal bodies and responsibilities in the name of population governance. Bringing a feminist perspective and Foucauldian theory to bear on the history of Japan's wartime scientific fascism, Lee shows how anxieties over demographics have undergirded justifications for ethnonationalism and racism, colonialism and imperialism, and gender segregation for much of Japan's modern history.

Addressing a wide range of writers, including Paul Fussell, Edward Said, James Clifford, Gilles Deleuze, Jean Baudrillard, Gayatri Spivak, Edward Soja, Doreen Massey, Chandra Mohanty, and Adrienne Rich, Kaplan demonstrates that symbols and metaphors of travel are used in ways that obscure key differences of power between nationalities, classes, races, and genders. Neither rejecting nor dismissing the powerful testimony of individual experiences of modern exile or displacement, Kaplan asks how mystified metaphors of travel might be avoided. With a focus on theory’s colonial discourses, she reveals how these metaphors continue to operate in the seemingly liberatory critical zones of poststructuralism and feminist theory. Women were often considered commodities and marriage was far away from the romantic stereotypes people relate to it today.
