Mikhail Gorbachev and the leaders of the USSR saw the years of reform preceding the collapse as opportunities for rebuilding (perestroika), rejuvenation, and openness (glasnost). For those in provincial cities across the Soviet Union, however, these reforms led to rapid change, economic collapse, and violence.

Focusing on Dushanbe, Tajikistan, Isaac McKean Scarborough describes how this city experienced skyrocketing unemployment, a depleted budget, and streets filled with angry young men unable to support their families. Tajikistan was left without financial or military resources, unable and unprepared to stand against the wave of populist politicians of all stripes who took advantage of the economic collapse and social discontent to try to gain power. By May 1992, political conflict became violent and bloody and engulfed the whole of Tajikistan in war. Moscow's Heavy Shadow tells the story of how this war came to be, and how it was grounded in the reform and collapse of the Soviet economy that came before.

He investigates the forms, production, consumption, and functions of Krokodil, focusing on the period from 1954 to 1964. Krokodil remained the longest-serving and most important satirical journal in the Soviet Union, unique in producing state-sanctioned graphic satirical comment on Soviet and international affairs for over seventy years. Etty's analysis of Krokodil extends and enhances our understanding of Soviet graphic satire beyond state-sponsored propaganda.For most of its life, Krokodil consisted of a sixteen-page satirical magazine comprising a range of cartoons, photographs, and verbal texts. Authored by professional and nonprofessional contributors and published by Pravda in Moscow, it produced state-sanctioned satirical comment on Soviet and international affairs from 1922 onward. Soviet citizens and scholars of the USSR recognized Krokodil as the most significant, influential source of Soviet graphic satire. Indeed, the magazine enjoyed an international reputation, and many Americans and Western Europeans, regardless of political affiliation, found the images pointed and witty. Astoundingly, the magazine outlived the USSR but until now has received little scholarly attention.

Isaiah Berlin's response to the Soviet Union was central to his identity, both personally and intellectually. Born a Russian subject in Riga in 1909, he spoke Russian as a child and witnessed both revolutions in St. Petersburg in 1917, emigrating to the West in 1921. He first returned to Russia in 1945, when he met the writers Anna Akhmatova and Boris Pasternak. These formative encounters helped shape his later work, especially his defense of political freedom and his studies of pre-Soviet Russian thinkers. Never before collected, Berlin's writings about the USSR include his accounts of his famous meetings with Russian writers shortly after the Second World War; the celebrated 1945 Foreign Office memorandum on the state of the arts under Stalin; his account of Stalin's manipulative 'artificial dialectic'; portraits of Osip Mandel shtam and Boris Pasternak; his survey of Soviet Russian culture written after a visit in 1956; a postscript stimulated by the events of 1989; and more. This collection includes essays that have never been published before, as well as works that are not widely known because they were published under pseudonyms to protect relatives living in Russia. The contents of this book were discussed at a seminar in Oxford in 2003, held under the auspices of the Brookings Institution. Berlin's editor, Henry Hardy, had prepared the essays for collective publication and here recounts their history.
