Irrigation, Timber, and Hydropower is the story of the Flathead Irrigation Project and the Flathead Lake Dam, two early twentieth-century enterprises whose consequences are still felt today on the Flathead Reservation in western Montana.

The Flathead Irrigation Project was originally promoted by Sen. Joseph M. Dixon as benefiting the Flathead Reservation tribes, but it soon became a medium for using tribal funds and assets to benefit white homesteaders. Garrit Voggesser traces the history of natural resource conflicts on the reservation and recounts how competing interests fought at the expense of the tribes.

In the 1920s and early 1930s a national controversy swirled around the dam site at the foot of Flathead Lake. The lease for the dam site was granted to the Montana Power Company over the objections of the tribes, but the tribes retained ownership and were able to negotiate from a position of strength fifty years later when the lease came up for renewal. Voggesser describes the struggles of the Confederated Salish and Kootenai Tribes that ultimately secured their control of reservation resources and helped to build a better future for tribal members.

Hydropower is electricity generated using the energy of moving water. Rain or melted snow, usually originating in hills and mountains, create streams and rivers that eventually run to the ocean. The energy of that moving water can be substantial, as anyone who has been whitewater rafting knows. This energy has been exploited for centuries. Since ancient times, hydropower from many kinds of watermills has been used as a renewable energy source for irrigation and the operation of various mechanical devices, such as gristmills, sawmills, textile mills, trip hammers, dock cranes, domestic lifts, and ore mills. A trompe, which produces compressed air from falling water, is sometimes used to power other machinery at a distance. In the late 19th century, hydropower became a source for generating electricity. Hydroelectric energy is the most widely used form of renewable energy, accounting for 16 percent of global electricity consumption. Hydropower is the cheapest way to generate electricity today. Thats because once a dam has been built and the equipment installed, the energy source -- flowing water -- is free. Its a clean fuel source that is renewable yearly by snow and rainfall. Hydropower is also readily available; engineers can control the flow of water through the turbines to produce electricity on demand. This book emphasises on theoretical and applied results acquired by the authors in the course of a long time of practice devoted to problems in the design and operation of a substantial number of hydroelectric power plants. The book covers all the foremost components of a hydro power plant, from the upstream end, with the basin for water intake, to the downstream end of the water flow outlet.

By viewing hydropower as a process that creates ecologically uncertain environments, Jerome Whitington reveals how new forms of managerial care have emerged in the context of a privatized dam project successfully targeted by transnational activists. Based on ethnographic work inside the hydropower company, as well as with Laotians affected by the dam, he investigates how managers, technicians and consultants grapple with unfamiliar environmental obligations through new infrastructural configurations, locally-inscribed ethical practices, and forms of flexible experimentation informed by American management theory.

Far from the authoritative expertise that characterized classical modernist hydropower, sustainable development in Laos has been characterized by a shift from the risk politics of the 1990s to an ontological politics in which the institutional conditions of infrastructure investment are pervasively undermined by sophisticated ‘hactivism.’ Whitington demonstrates how late industrial environments are infused with uncertainty inherent in the anthropogenic ecologies themselves. Whereas ‘anthropogenic’ usually describes human-induced environmental change, it can also show how new capacities for being human are generated when people live in ecologies shot through with uncertainty. Implementing what Foucault called a "historical ontology of ourselves," Anthropogenic Rivers formulates a new materialist critique of the dirty ecologies of late industrialism by pinpointing the opportunistic, ambitious and speculative ontology of capitalist natures.
