Beijing’s growing footprint in North Africa encompasses, but is not limited to, trade, infrastructure development, ports, shipping, financial cooperation, tourism and manufacturing. It is continuing to expand its co-operation with North African countries, not only in the economic and cultural spheres, but also those of diplomacy and defence. This engagement with North Africa relates to the key aim of President Xi Jinping’s Belt and Road Initiative (BRI), which wants to connect Asia, Africa and Europe and sees potential in North Africa’s strategic geographic location. This book is the first to analyse China’s role in North Africa. It comprises of five leading country experts - Anouar Boukhars, Yahia Zoubir, Sarah Yerkes, Tareki Magresi and Nael Shama – who examine the various socio-economic, political and security aspects of China’s relationship with Algeria, Morocco, Libya, Tunisia and Egypt. The book explores how China is displaying a development model that seeks to combine authoritarianism with economic growth, a model and that has an eager audience among regimes across the MENA region. It reveals how the China-North Africa relationship fits within the broader dynamics of increasing China-US rivalry. Описание: The rapid evolution of events in the European, Middle Eastern, and North African spheres has reinvigorated the debate on Euro-Mediterranean relations. Since 1995 these relations have operated under the auspices of the Barcelona Process, which laid the foundations for three initiatives that define European policy towards neighbouring states: the Euro-Mediterranean Partnership, the European Neighbourhood Policy, and the Union for the Mediterranean. This book scrutinises these initiatives through a socioeconomic prism. Adam Yousef reviews how appropriate these initiatives have been in promoting socioeconomic development in North African states, projects the long-term implications of these policies and investigates whether they can reduce the gap in social outcomes across the Mediterranean Basin over time. Using Morocco as a case study, this book employs a mixed-methods approach, combining qualitative and quantitative data as well as economic theory. It reveals not only that the Barcelona Process has had a limited impact on promoting social outcomes in Morocco, but crucially that it is also unlikely to do so in the future, suggesting a new approach may be required.

For decades, the discipline of International Relations (IR) has been defined by the centrality of the state as the international actor par excellence and most debates on this key actor have developed from the perspective of ‘power’ as a defining notion. Later, IR analysts awoke to a new context that appeared to be the consequence of multiple evolutions and trends which began decades earlier but remained mostly unnoticed or underestimated. None of these trends that underpin today’s global context leaves the state and traditional notions of power unaffected. There is therefore a need to reassess the place of the state as it faces all the challenges of this more complex international reality. One part of a pluriannual research project undertaken in the framework of the Research Network on International Governance, Globalization and the Transformations of the State (REGIMEN), this book seeks to address these core issues from various perspectives, allowing for broad and detailed analyses alike.

The first part of the volume offers new theoretical insights on power in the contemporary international system. Описание: Is the process of state building a unilateral, national venture, or is it something more collaborative, taking place in the interstices between adjoining countries?

To answer this question, Asymmetrical Neighbors takes a comparative look at the state building process along China, Myanmar, and Thailand's common borderland area. It shows that the variations in state building among these neighboring countries are the result of an interactive process that occurs across national boundaries. Departing from existing approaches that look at such processes from the angle of singular, bounded territorial states, the book argues that a more fruitful method is to examine how state and nation building in one country can influence, and be influenced by, the same processes across borders. It argues that the success or failure of one country's state building is a process that extends beyond domestic factors such as war preparation, political institutions, and geographic and demographic variables. Rather, it shows that we should conceptualize state building as an interactive process heavily influenced by a "neighborhood effect." Furthermore, the book moves beyond the academic boundaries that divide arbitrarily China studies and Southeast Asian studies by providing an analysis that ties the state and nation building processes in China with those of Southeast Asia.

Описание: In recent decades, African states have developed an impressive infrastructure for training their peacekeepers. In addition, peacekeeping, peacebuilding and associated areas of conflict resolution have become significant areas of employment. Marco Jowell has spent a decade working in peacekeeping training in East Africa - initially as one of the foreign 'Technical Advisers' at the Peace Support Operations (PSO) training centre in Kenya, the International Peace Support Training Centre (IPSTC) and subsequently as a strategic adviser to the Rwanda Peace Academy. Using first-hand experience, he considers how military forces from a variety of African states - with great differences in history, language and political systems and with militaries with different cultures and capabilities - can conduct complicated multinational peacekeeping operations. He shows how regional peacekeeping training centres provide an environment for African elites, predominately military, to interact with each other through shared training and experiences. This process of interaction, or socialisation, improves skills but also encourages cohesion so that future African-led missions will be managed by well-trained officers who are comfortable and willing to work within a regional or Pan-African framework. Jowell shows that part of the aim of peacekeeping training centres is to foster a Pan-African 'outward' looking ideology or disposition as well as improving technical ability. This book will be essential reading for all involved with African military and security studies and analysts of peacekeeping training and operations.
