Описание: This comparative empirical study of policing in the United States and France draws on the authors ten years of field work to contend that the police in both countries should be thought about as an amalgam of five distinct professional cultures or intelligence regimes-each of which can be found in any given police department in both the United States and France. In particular, we contend that what police do as knowledge workers and how they make sense of the social problems such as collective offending by juveniles varies with the professional subcommunities or intelligence regimes in which their particular knowledge work is embedded. The same problem can be looked at in fundamentally different ways even within a single police department, depending on the intelligence regime through which the problem is refracted.

In Violence Work Micol Seigel offers a new theorization of the quintessential incarnation of state power: the police. Foregrounding the interdependence of policing, the state, and global capital, Seigel redefines policing as “violence work,” showing how it is shaped by its role of channeling state violence. She traces this dynamic by examining the formation, demise, and aftermath of the U.S. State Department's Office of Public Safety (OPS), which between 1962 and 1974 specialized in training police forces internationally. Officially a civilian agency, the OPS grew and operated in military and counterinsurgency realms in ways that transgressed the borders that are meant to contain the police within civilian, public, and local spheres. Tracing the career paths of OPS agents after their agency closed, Seigel shows how police practices writ large are rooted in violence—especially against people of color, the poor, and working people—and how understanding police as a civilian, public, and local institution legitimizes state violence while preserving the myth of state benevolence.

Описание: Trafficked children are portrayed by the media-and even by child welfare specialists-as hapless victims who are forced to migrate from a poor country to the United States, where they serve as sex slaves. But as Elzbieta M. Gozdziak reveals in Trafficked Children in the United States, the picture is far more complex.   Basing her observations on research with 140 children, most of them girls, from countries all over the globe, Gozdziak debunks many myths and uncovers the realities of the captivity, rescue, and rehabilitation of trafficked children. She shows, for instance, that none of the girls and boys portrayed in this book were kidnapped or physically forced to accompany their traffickers. In many instances, parents, or smugglers paid by family members, brought the girls to the U.S. Without exception, the girls and boys in this study believed they were coming to the States to find employment and in some cases educational opportunities.  Following them from the time they were trafficked to their years as young adults, Gozdziak gives the children a voice so they can offer their own perspective on rebuilding their lives-getting jobs, learning English, developing friendships, and finding love. Gozdziak looks too at how the children’s perspectives compare to the ideas of child welfare programs, noting that the children focus on survival techniques while the institutions focus, not helpfully, on vulnerability and pathology. Gozdziak concludes that the services provided by institutions are in effect a one-size-fits-all, trauma-based model, one that ignores the diversity of experience among trafficked children.  Breaking new ground, Trafficked Children in the United States offers a fresh take on what matters most to these young people as they rebuild their lives in America.

A stark disparity exists between black and white youth experiences in the justice system today. Black youths are perceived to be older and less innocent than their white peers. When it comes to incarceration, race trumps class, and even as black youths articulate their own experiences with carceral authorities, many Americans remain surprised by the inequalities they continue to endure. In this revealing book, Carl Suddler brings to light a much longer history of the policies and strategies that tethered the lives of black youths to the justice system indefinitely.
The criminalization of black youth is inseparable from its racialized origins. In the mid-twentieth century, the United States justice system began to focus on punishment, rather than rehabilitation. By the time the federal government began to address the issue of juvenile delinquency, the juvenile justice system shifted its priorities from saving delinquent youth to purely controlling crime, and black teens bore the brunt of the transition.
In New York City, increased state surveillance of predominantly black communities compounded arrest rates during the post–World War II period, providing justification for tough-on-crime policies. Questionable police practices, like stop-and-frisk, combined with media sensationalism, cemented the belief that black youth were the primary cause for concern. Even before the War on Crime, the stakes were clear: race would continue to be the crucial determinant in American notions of crime and delinquency, and black youths condemned with a stigma of criminality would continue to confront the overwhelming power of the state.
