Описание: The Oneida Indians, already weakened by their participation in the Civil War, faced the possibility of losing their reservation—their communitys greatest crisis since its resettlement in Wisconsin after the War of 1812. The Oneida Indians in the Age of Allotment, 1860–1920 is the first comprehensive study of how the Oneida Indians of Wisconsin were affected by the Dawes General Allotment Act of 1887, the Burke Act of 1906, and the Federal Competency Commission, created in 1917. Editors Laurence M. Hauptman and L. Gordon McLester III draw on the expertise of historians, anthropologists, and archivists, as well as tribal attorneys, educators, and elders to clarify the little-understood transformation of the Oneida reservation during this era.Sixteen WPA narratives included in this volume tell of Oneida struggles during the Civil War and in boarding schools; of reservation leaders; and of land loss and other hardships under allotment. Black shows how these discourses together constructed the perception of the US government and of American Indian communities. Such interactions--though certainly not equal--illustrated the hybrid nature of Native-US rhetoric in the nineteenth century. Both governmental, colonizing discourse and indigenous, decolonizing discourse shaped arguments, constructions of identity, and rhetoric in the colonial relationship.American Indians and the Rhetoric of Removal and Allotment demonstrates how American Indians decolonized dominant rhetoric through impeding removal and allotment policies. By turning around the US government's narrative and inventing their own tactics, American Indian communities helped restyle their own identities as well as the government's. During the first third of the twentieth century, American Indians lobbied for the successful passage of the Indian Citizenship Act of 1924 and the Indian New Deal of 1934, changing the relationship once again.In the end, Native communities were granted increased rhetorical power through decolonization, though the US government retained an undeniable colonial influence through its territorial management of Natives. The Indian Citizenship Act and the Indian New Deal--as the conclusion of this book indicates--are emblematic of the prevalence of the duality of US citizenship that fused American Indians to the nation, yet segregated them on reservations. This duality of inclusion and exclusion grew incrementally and persists now, as a lasting effect of nineteenth-century Native-US rhetorical relations.

Throughout the colonial period, Oneida speakers promoted themselves as representatives not only for their own people but for all members of the Iroquois Six Nations Confederacy. With the arrival of Europeans, this self-appointed diplomatic role became increasingly complex. Because Oneida villages lay at the juncture of trade routes and water highways, Oneida leaders regularly dealt with traders and missionaries as well as refugee Indian peoples. When European imperial rivalries flared into war in the second half of the eighteenth century, Oneida diplomats faced the dual challenges of preserving the Confederacy and securing trade and territory agreements with the colonial power that appeared to offer Native Americans the best deal. Oneida diplomacy failed on both fronts. While the Six Nations splintered, the British openly violated treaties. Consequently, when Britain's colonies rebelled, Oneida leaders generally advocated joining the revolutionaries. When the fighting ended, however, those among the Oneida who had supported the patriots fared no better than other Native Americans. The government of the newly created United States conveniently forgot the Oneida contribution to the War for Independence.

In Rebellious Younger Brother, Norton focuses on the men who provided leadership for the Oneida during the turbulent decades between 1750 and 1800. In addition to charting the Oneida's changing position within the Six Nations, he documents the ways in which authority to conduct diplomatic affairs passed between sachems and warriors and ultimately spread to a broad range of individuals. Readers interested in early American history and Native American Studies will appreciate this study.

Описание: Standard narratives of Native American history view the nineteenth century in terms of steadily declining Indigenous sovereignty, from removal of southeastern tribes to the 1887 General Allotment Act. In Crooked Paths to Allotment, C. Joseph Genetin-Pilawa complicates these narratives, focusing on political moments when viable alternatives to federal assimilation policies arose. In these moments, Native American reformers and their white allies challenged coercive practices and offered visions for policies that might have allowed Indigenous nations to adapt at their own pace and on their own terms. Examining the contests over Indian policy from Reconstruction through the Gilded Age, Genetin-Pilawa reveals the contingent state of American settler colonialism. Genetin-Pilawa focuses on reformers and activists, including Tonawanda Seneca Ely S. Parker and Council Fire editor Thomas A. Bland, whose contributions to Indian policy debates have heretofore been underappreciated. He reveals how these men and their allies opposed such policies as forced land allotment, the elimination of traditional cultural practices, mandatory boarding school education for Indian youth, and compulsory participation in the market economy. Since the nation’s removal from New York in the 1820s to what would become the state of Wisconsin, it has been engaged in legal conflicts with US actors to retain its sovereignty and its lands. Legal scholar and former Oneida Nation senior staff attorney Rebecca M. Webster traces this history, including the nation’s treaties with the US but focusing especially on its relationship with the village of Hobart, Wisconsin. Since 2003 there have been six disputes that have led to litigation between the local government and the nation. Central to these disputes are the local government’s attempts to regulate the nation and relegate its government to the position of a common landowner, subject to municipal authority.
