What does the state do when public expectations exceed its governing capacity? The Performative State shows how the state can shape public perceptions and defuse crises through the theatrical deployment of language, symbols, and gestures of good governance—performative governance.
Iza Ding unpacks the black box of street-level bureaucracy in China through ethnographic participation, in-depth interviews, and public opinion surveys. She demonstrates in vivid detail how China's environmental bureaucrats deal with intense public scrutiny over pollution when they lack the authority to actually improve the physical environment. They assuage public outrage by appearing responsive, benevolent, and humble. But performative governance is hard work. Environmental bureaucrats paradoxically work themselves to exhaustion even when they cannot effectively implement environmental policies. Instead of achieving "performance legitimacy" by delivering material improvements, the state can shape public opinion through the theatrical performance of goodwill and sincere effort.
The Performative State also explains when performative governance fails at impressing its audience and when governance becomes less performative and more substantive. Ding focuses on Chinese evidence but her theory travels: comparisons with Vietnam and the United States show that all states, democratic and authoritarian alike, engage in performative governance.

Описание: As a result of global dynamics—the increasing interconnection of people and places—innovations in global environmental governance haved altered the role of cities in shaping the future of the planet. This book is a timely study of the importance of these social transformations in our increasingly global and increasingly urban world. Through analysis of transnational municipal networks, such as Metropolis and the C40 Cities Climate Leadership Group, Sofie Bouteligier's innovative study examines theories of the network society and global cities from a global ecology perspective. Through direct observation and interviews and using two types of city networks that have been treated separately in the literature, she discovers the structure and logic pertaining to office networks of environmental non-governmental organizations and environmental consultancy firms. In doing so she incisively demonstrates the ways in which cities fulfill the role of strategic sites of global environmental governance, concentrating knowledge, infrastructure, and institutions vital to the function of transnational actors.

In the past few years, numerous authors have highlighted the emergence of transnational climate initiatives, such as city networks, private certification schemes, and business self-regulation in the policy domain of climate change. While these transnational governance arrangements can surely contribute to solving the problem of climate change, their development by different types of sub- and non-state actors does not imply a weakening of the intergovernmental level. On the contrary, many transnational climate initiatives use the international climate regime as a point of reference and have adopted various rules and procedures from international agreements.
Rethinking Authority in Global Climate Governance puts forward this argument and expands upon it, using case studies which suggest that the effective operation of transnational climate initiatives strongly relies on the existence of an international regulatory framework created by nation-states. Thus, this book emphasizes the centrality of the intergovernmental process clustered around the United Nations Framework Convention on Climate Change (UNFCCC) and underscores that multilateral treaty-making continues to be more important than many scholars and policy-makers suppose.
This book will be of great interest to students and scholars of global environmental politics, climate change and sustainable development.
