Описание: "The novelty of this work is the fact that it introduces a rigorous and objective economic perspective of current renewable energy support mechanisms and an empirical analysis of the strengths and weaknesses of these mechanisms, which is much needed in a debate often dominated by widespread misconceptions. The economic rationale for renewable energy is straightforward: the optimum amount of renewable energy for grid-connected generation is given by the intersection of the renewable energy supply curve with the avoided cost of thermal electricity generation. The proposed analytical framework: (i) differentiates and illustrates trade-offs-among local, regional, and national impacts, in the short and long run; (ii) captures distributional impacts; and (iii) captures externalities and compares alternative projects based on equivalent output and cost. Accordingly, the study advocates for the need to get the economic, financial, and institutional basics right for the deployment of renewable energy. The study's integration of renewable energy subsidies with fossil subsidies is another novel and important contribution. This allows important comparisons. For example, to reduce carbon intensity in developing country economies, is it more efficient to deploy renewable energy or implement alternative options, such as eliminating subsidies on fossil fuels? The work is based on case studies of Vietnam, Indonesia, Sri Lanka, South Africa, Tanzania, Egypt, Brazil, and Turkey, selected to provide a representative sample of countries with different energy endowments (coal, natural gas, and hydro-based systems) and policy incentives (from feed-in tariffs to auctions). Along the way, the incremental cost of renewable energy is compared with the average cost of generation. The selection and design of support mechanisms in turn determines the impacts on the budget and residential consumers. The main lessons emerging from the case studies are that successful renewable energy policies: - Will only be effective once the state-owned utilities who are the buyers of grid-connected renewable energy are themselves in good financial health - Need to be grounded in economic analysis and accompanied by the application of market principles to ensure economic efficiency - Require a sustainable, equitable, and transparent recovery of incremental costs"
From Nobel Prize-winning economist Michael Kremer and fellow leading development economist Rachel Glennerster, an innovative solution for providing vaccines in poor countries
Millions of people in the third world die from diseases that are rare in the first world--diseases like malaria, tuberculosis, and schistosomiasis. AIDS, which is now usually treated in rich countries, still ravages the world's poor. Vaccines offer the best hope for controlling these diseases and could dramatically improve health in poor countries. But developers have little incentive to undertake the costly and risky research needed to develop vaccines. This is partly because the potential consumers are poor, but also because governments drive down prices.
In Strong Medicine, Michael Kremer and Rachel Glennerster offer an innovative yet simple solution to this worldwide problem: "Pull" programs to stimulate research. Here's how such programs would work. Funding agencies would commit to purchase viable vaccines if and when they were developed. This would create the incentives for vaccine developers to produce usable products for these neglected diseases. Private firms, rather than funding agencies, would pick which research strategies to pursue. After purchasing the vaccine, funders could distribute it at little or no cost to the afflicted countries.
Strong Medicine details just how these legally binding commitments would work. Ultimately, if no vaccines were developed, such a commitment would cost nothing. But if vaccines were developed, the program would save millions of lives and would be among the world's most cost-effective health interventions.

It examines the characteristics of optimal contracts when one party has certain relevant knowledge that the other party does not. The exercises that test students` understanding are extended for each chapter.

This is the first book to deeply consider alternative solutions when re-examining the organ sales debate.

Описание: Inequality and entrenched poverty has been decreasing in countries of Latin America and the Caribbean, due in significant part to expansion of social protection programs within the region. Innovations such as well-targeted conditional cash transfer programs and noncontributory pensions or health insurance systems have been adopted by several countries. Yet several challenges remain. The majority of informal sector workers lack access to social protection; programs tend to be fragmented and operate with little or no coordination; and redistributive arrangements are non-transparent and can distort labor markets by inducing informality, lowering labor participation, or producing longer unemployment spells. From Right to Reality: Incentives, Labor Markets, and the Challenge of Universal Social Protection in Latin America and the Caribbean addresses these challenges in a thorough yet accessible manner. Building on careful, detailed analysis of a wealth of data, this book takes stock of current social protection systems in the Latin America and the Caribbean region, highlighting their interaction with labor markets. The book presents an in-depth assessment of the main social protection programs including pensions, health, unemployment insurance, active labor market interventions, and safety net transfers. A central theme is that a well-functioning social protection system must take into account both the realities of labor markets, including high levels of informal sector employment where governments are unable to impose compulsory social insurance, and the effects of policies on the behavior of their beneficiaries, employers, and of service providers. Of interest to policy makers, academics, and practitioners, From Right to Reality presents practical recommendations to expand the coverage of social protection programs, improve their design, and create the conditions for the creation of more and better jobs.
