Roberto E. Governing Affect brings policy and politics into dialogue with human emotion to provide researchers and practitioners with an analytical toolkit for apprehending and addressing issues of difference, voice, and inequity in the aftermath of catastrophes.

On Sunday 26 December 2004, a tsunami of up to 30 metres high hit the northern tip of Sumatera in Indonesia, causing immediate destruction and the deaths of at least 130,000 in Indonesia alone. The scale of the devastation and ensuing human suffering prompted the biggest response endeavour to any natural disaster in history.
Post-Disaster Reconstruction will be the first major book that analyses the different perspectives and experiences of the enormous post-tsunami reconstruction effort. It looks specifically at the reconstruction efforts in Aceh, one of the regions most heavily-hit by the tsunami and a province that has until recently suffered nearly three decades of armed conflict. Building Effective Crisis Communications for Disaster Recovery: A Case of Earthquake Reconstruction and Rehabilitation in Sichuan, China reviews and evaluates public relations (PR) campaigns launched by the Chinese government to facilitate long-term disaster recovery after the Wenchuan earthquake in 2008. The Discourse of Renewal (DR) theory is employed to guide the study and explore how the Chinese government utilized communication to help communities recover from disaster and promote community growth. Steered by the co-creational perspective, this book also examines the influence of PR campaigns on the public’s situation awareness, attitude agreement, perceived care and concern, and ultimately the public’s relationship with the Chinese government in renewal. In addition to developing and testing a DR evaluation model, this study investigates the communication obstacles that constrain the effectiveness of DR. In-depth interviews, content analysis, and surveys are conducted to analyze the themes, characteristics, effectiveness, and barriers of the campaigns. The findings of Building Effective Crisis Communications for Disaster Recovery include that (1) DR theory, which has heretofore been developed and applied mainly in Western culture, can inform the study of crisis communication in an Eastern culture, especially in China, (2) DR employed in government campaigns can be very powerful in achieving PR goals in crisis renewal, and (3) imbalanced deployment of campaign resources can affect the outcome of DR. This book also discusses the implications of utilizing these findings to better plan and implement long-term DR campaigns.

Natural disasters, the effects of climate change, and political upheavals and war have driven tens of millions of people from their homes and spurred intense debates about how governments and nongovernmental organizations (NGOs) should respond with long-term resettlement strategies. Many resettlement efforts have focused primarily on providing infrastructure and have done little to help displaced people and communities rebuild social structure, which has led to resettlement failures throughout the world. So what does it take to transform a resettlement into a successful community?
This book offers the first long-term comparative study of social outcomes through a case study of two Honduran resettlements built for survivors of Hurricane Mitch (1998) by two different NGOs. Although residents of each arrived from the same affected neighborhoods and have similar demographics, twelve years later one resettlement wrestles with high crime, low participation, and low social capital, while the other maintains low crime, a high degree of social cohesion, participation, and general social health. Using a multi-method approach of household surveys, interviews, ethnography, and analysis of NGO and community documents, Ryan Alaniz demonstrates that these divergent resettlement trajectories can be traced back to the type and quality of support provided by external organizations and the creation of a healthy, cohesive community culture. His findings offer important lessons and strategies that can be utilized in other places and in future resettlement policy to achieve the most effective and positive results.
