For India, the challenges of addressing climate change are compounded by a sense of injustice - we did not cause the problem -- and immediate challenges of poverty and development. Yet, it is increasingly becoming clear that globally, climate change poses an existential challenge, and, in India, a pathway to development innocent of climate change is no longer possible.

How is India facing up to the climate challenge? This volume brings together leading researchers and practitioners - negotiators, activists and policymakers--to lay out the emergent debate on climate change in India. The book covers climate impacts, negotiations, politics, policy, and the integration of climate concerns into sectoral debates, such as on energy and water. Each chapter provides an accessible entry point and a framework for understanding an aspect of Indias engagement with climate change.

A central theme of the book is that India has shifted from understanding the climate change problem as a diplomatic challenge to increasingly engaging with it as a developmental problem. To address this challenge requires integrating climate change and development, and doing so at multiple scales of governance - national, state, and local.

Many countries and communities around the world are vulnerable to the impacts of climate change, but developing economies may on one hand be less resilient to the impact, but could on the other hand be in a better position to make their development climate smart by making the most efficient use of their economic resources.

The chapters in this book shine a light on the complexity and the multi-dimensional aspects of climate change adaptation. They gather some of the experiences of addressing climate change impacts in a development context. This book was previously published as a special issue of Development in Practice.

Описание: Global climate governance has presented problems that have led to failures, yet it has also opened the door to new transregional governance schemes, especially in North America. This book introduces an environmental dimension into the concept of governance. Almost fifteen years after the climate global governance concept emerged, results worldwide have not been as favorable as expected. This book details previous discussions about the concept of global climate governance and its limits. It highlights how the Kyoto Protocol has a limited design taking into account a national approach to global, regional, and transnational problems, had no obligatory mechanisms for implementation and explains the emergence of new polluters not committed under it such as China and India. Furthermore this book explores other levels of authority such as regional institutions - the North American agreement on trade (NAFTA) and on environment (NAAEC), as well as the regional energy working group (NAEWG). The author puts forward a theoretical proposal for re-territorialization and coordination of policies for climate change into new forms of articulating interests in what she terms transnational green economic regions (TGERs) and tests this on two case studies - the Regional Greenhouse Gas Initiative (RGGI) and the Western Climate Initiative (WCI). This study presents the challenges and opportunities of a transregional approach in North America.

Evidence-based policymaking is often promoted within liberal democracies as the best means for government to balance political values with technical considerations. Under the evidence-based mandate, both experts and non-experts often assume that policy problems are sufficiently tractable and that experts can provide impartial and usable advice to government so that problems like climate change adaptation can be effectively addressed; at least, where there is political will to do so. This book compares the politics and science informing climate adaptation policy in Australia and the UK to understand how realistic these expectations are in practice.

At a time when both academics and practitioners have repeatedly called for more and better science to anticipate climate change impacts and, thereby, to effectively adapt, this book explains why a dearth of useful expert evidence about future climate is not the most pressing problem. Even when it is sufficiently credible and relevant for decision-making, climate science is often ignored or politicised to ensure the evidence-based mandate is coherent with prevailing political, economic and epistemic ideals. There are other types of policy knowledge too that are, arguably, much more important.
