As people age, they are at increased risk of having their basic human rights threatened or violated. When age is perceived as incompetence, it can easily lead to discrimination that impacts human rights. Based on the premise that social policy must reflect human rights principles, this graduate-level textbook views the challenges associated with aging as opportunities for policy development that stresses the rights of older adults rather than needs. The text distinguishes between "needs" and "rights" and describes those policies and services that best ensure that the rights of older adults are actually metoparticularly programs that enable people to remain in their own communities so they can benefit from continued integration and participation in society. Issues and challenges surrounding such efforts, and gaps in social policies faced by specific subsets of older people, are critically examined.
The book first analyzes current aging policies and rights and considers the Older Americans Act as a basic policy framework. With an eye to promoting independence, the book discusses issues of income, housing, transportation, health, and home care and what constitutes a "livable community," along with policies that promote wellbeing and focus on preventing senior abuse and exploitation. Challenges faced by older workers are covered, as are issues particular to family caregivers, older women, and grandparents as caregivers. Gaps in social policies for LG BT seniors and older members of specific ethnic groups are discussed. Particular attention is given to global issues and aging policies in diverse countries and the ways in which they reflect human rights concerns. Each chapter concludes with probing discussion questions for classroom use.

Carole B. Cox, MSW, PhD, is professor at the Graduate School of Social Service, Fordham University. She is a fellow of the Gerontological Society of America and a Fulbright scholar. She is the author of more than 50 journal articles and chapters dealing with various aspects of aging and caregiving, with extensive research on caregivers for persons with dementia, their needs, and their use of services. Her recent work includes a study of the impact of dementia on the workplace. Her caregiving research also includes that of grandparents raising grandchildren, leading to the development of a curriculum, "Empowering Grandparents Raising Grandchildren: A Training Manual for Group Leaders" (Springer Publishing Company, 2000). She is the editor of "To Grandmother's House We Go and Stay: Perspectives on Custodial Grandparents" (Springer Publishing Company, 2000). Her other books include "Home Care for the Elderly: An International Perspective," coauthored with Abraham Monk (1991); "The Frail Elderly: Problems, Needs, and Community Responses" (1993); "Ethnicity and Social Work Practice," coauthored with Paul Ephross (1998); "Community Care for an Aging Society: Policies and Services" (Springer Publishing Company, 2005); and "Dementia and Social Work Practice" (Springer Publishing Company, 2007).

In the Chinese and other global contexts today, social justice has been a significant topic among many disciplines and we believe it is an appropriate topic for philosophers, theologians, legal scholars, and social scientists to sit together, discuss, enrich each other, and then deepen our understanding of the topic. Many of them are concerned with the conjuncture between social justice, human rights, and human dignity. The questions this volume asks are: what's the place of human rights in social justice? How is human dignity important in the discourse on human rights? And, through these inquiries, we ask further: how is possible to achieve humanist justice? This volume presents the significance, challenges, and constraints of human dignity in human rights and social justice and addresses the questions through philosophical, theological, sociological, political, and legal perspectives and these are placed in dialoguebetween the Chinese and other global settings. We are concerned with the norms regarding human dignity, human rights and social justice while we take seriously into account their practice.
This volume consists of two main sections. The first section examines Chinese perspectives on human rights and social justice, in which both from Confucianism and Christianity are considered and the issues such as patriotism, religious freedom, petition, social protest, the rights of marginalized people, and sexual violence are studied. The second section presents the perspectives of Christian public theologians in the global contexts. National human rights institutions—state agencies charged with protecting and promoting human rights domestically—have proliferated dramatically since the 1990s; today more than a hundred countries have NHRIs, with dozens more seeking to join the global trend. These institutions are found in states of all sizes—from the Maldives and Barbados to South Africa, Mexico, and India; they exist in conflict zones and comparatively stable democracies alike. In Chains of Justice, Sonia Cardenas offers a sweeping historical and global account of the emergence of NHRIs, linking their growing prominence to the contradictions and possibilities of the modern state. As human rights norms gained visibility at the end of the twentieth century, states began creating NHRIs based on the idea that if international human rights standards were ever to take root, they had to be firmly implanted within countries—impacting domestic laws and administrative practices and even systems of education. However, this very position within a complex state makes it particularly challenging to assess the design and influence of NHRIs: some observers are inclined to associate NHRIs with ideals of restraint and accountability, whereas others are suspicious of these institutions as "pretenders" in democratic disguise. In her theoretically and politically grounded examination, Cardenas tackles the role of NHRIs, asking how we can understand the global diffusion of these institutions, including why individual states decide to create an NHRI at a particular time while others resist the trend. International human rights has been an important matter for study, policy, and activism since the end of World War II. However, as William H. Meyer observes, global governance is not only a relatively new topic for students of interational relations but also a widely used yet often contested concept. Despite the conflicting and often politicized uses of the term, three key dimensions of global governance can be identified: the impact of diplomatic international organizations such as the International Criminal Court, the importance of nonstate actors and global civil society, and global political trends that can be gleaned from empirical observation and data collection. In Human Rights and Global Governance, Meyer defines global governance generally as the management of global issues within a political space that has no single centralized authority.
Employing a combination of historical, quantitative, normative, and policy analyses, Meyer presents a series of case studies at the intersection of power politics and international justice. He examines the global campaign to end impunity for dictators; the recognition, violation, and protection of indigenous rights; the creation and expansion of efforts to ensure corporate social responsibility; the interactions between labor rights and development in the Global South; just war theory as it applies to torturing terrorists, war crimes in Afghanistan and Iraq, and the drone wars; and the global strategic environment that best facilitates the making of human rights treaties. Meyer concludes with an evaluation of the successes and failures of two exemplary models for the global governance of human rights as well as recommendations for public policy changes and visions for the future.
