ASEAN countries play a crucial role in the Belt and Road Initiative (BRI) that was initiated in 2013. A number of priority BRI projects have since been implemented. The implementation of BRI brings new opportunities and challenges to countries in the region, and also to regional integration.
In this book, researchers from universities and think-tanks in ASEAN countries study the BRI from the perspective of regional studies. It presents an analysis of responses on BRI of the government and people from individual ASEAN members.
The book addresses three areas: First, the strengths and weaknesses of ASEAN countries, and the opportunities and challenges for them in implementing the BRI (a SWOT analysis); second, the impacts of BRI on building the ASEAN community; and third, interactions between BRI and ASEAN-China cooperation.

Описание: The central puzzle in the study of Japanese foreign policy has been why Japan has continued to play a passive role in international affairs, despite its impressive economic and political power. Challenging this central puzzle, the core argument of this study is to present an alternative path for the study of Japanese foreign policy. In fact, in recent years Japanese foreign policy has become less dependent on the United States, more strategic towards Asia, and more energetic towards international and regional institutions. One of the main features is multilateralism in Japanese foreign policy, as shown by Japan's active participation in the regional institutions. In pursuing multilateralism, Japan cooperated closely with the only durable regional body in Southeast Asia, to wit, the Association of Southeast Asian Nations (ASEAN). Given the fact that East Asian regionalism has been driven by ASEAN, it is of utmost urgency to investigate the emerging partnership between Japan and ASEAN. The central thesis of this study is thus to put Japan's ASEAN policy into a proper perspective by asserting that Japan's new policy initiatives towards ASEAN are not reactive, nor are they exceptions in a broader framework of merely reactive foreign policy.

Описание: The rationale for this volume on China's Rise in Mainland ASEAN: New Dynamics and Changing Landscapes stems from the rise in recent years of China, ASEAN's giant neighbor, and in its wake the significant economic, political, and socio-cultural developments in the ASEAN region. In the last two decades, China has successfully established itself as a powerful regional and global power, surpassing Japan in 2010 as the second largest economy of the world, and has become a major player in the affairs of South East Asian nations. At the same time, while China's spectacular growth makes it vulnerable in terms of expanding its global dependence, it also makes its neighbours equally vulnerable due to their growing dependence on China. All of these developments have led China through its evolving foreign policy to exert considerable influence on its immediate ASEAN neighbours in many complex ways. While the China-ASEAN bilateral relations are soaring, there are growing concerns among ASEAN member countries about the nature of China's engagement with ASEAN. In this context, this book focuses on China's influence on mainland ASEAN countries: Cambodia, Lao PDR, Myanmar, Thailand and Vietnam. China's Rise in Mainland ASEAN: New Dynamics and Changing Landscapes contributes useful insights, rich discussions, as well as the debates relevant to building a knowledge base about and better understanding of China's rising influence in mainland ASEAN.
On December 31, 2015, the ten-member Association of Southeast Asian Nations (ASEAN) ushered in a new era with the founding of the ASEAN Community (AC). The culmination of 12 years of intensive preparation, the AC was both a historic initiative and an unprecedented step toward the area's regional integration. Political commentators and media outlets, however, greeted its establishment with little fanfare. Implicitly and explicitly, they suggested that the AC was only the beginning: Southeast Asia, they seemed to say, was taking its first steps on a linear process of unification that would converge on the model of the European Union.
In The Indonesian Way, J?rgen R?land challenges this previously unquestioned diffusion of European norms. Focusing on the reception of ASEAN in Indonesia, R?land traces how foreign policy stakeholders in government, civil society, the legislature, academe, the press, and the business sector have responded to calls for ASEAN's Europeanization, ultimately fusing them with their own distinctly Indonesian form of regionalism. His analysis reframes the nature of ASEAN as well as the discipline of international relations more broadly, writing a narrative of regional integration and norm diffusion that breaks free of Eurocentric thought.

In today's rapid rise and expansion of China's influence all around the world and in ASEAN during the past two decades, there has been an increasing awareness of various countries and regions adjusting themselves to the new trends, both in terms of opportunities and risks alike. This has become necessary due to the rapid changes in many aspects -- political landscapes, economic issues, as well as social and cultural considerations. This book, China's Rise in Mainland ASEAN: Regional Evidence and Local Responses, provides timely insights on some of the latest issues pertaining to ASEAN and China, rapidly shifting interactions and upcoming geostrategic challenges.
ASEAN can be said to be undergoing a new era, with China becoming more intertwined and involved with the ASEAN region than ever before. The complexity of the regional dynamics means that this phenomenon cannot be captured with a single narrative or discipline of study. In addressing the matters at hand, this book sets out to examine and provide deeper understandings on the regional implications, and local responses from ASEAN countries, and from the perspective of the region as a whole. The underlying rationale is that adequate understanding on the matters involved in this new ASEAN-China era will help to encourage better and mutually beneficial relationships between both sides.
The analysis of this book will be categorized into four main themes -- (1) "The Big Picture", concerning China's policies, strategies, and diplomatic stances, (2) "Implications and Responses", dealing with how ASEAN members react and respond to China's actions and regional influence, (3) "Perspectives on Trade, Investment and External Debt", which handles the economic facets of the ASEAN-China interactions, and (4) "Connectivity in Focus", addressing various emerging and existing dimensions of connectivity expansion between ASEAN and China, both physical and virtual.

Описание: In recent times, the United States, Japan and Australia have all promoted extremely similar visions of a Free and Open Indo-Pacific as the central organizing concept to guide their efforts in the region. The concept is essentially a reaffirmation of the security and economic rules-based order which was cobbled together after the Second World War — especially as it relates to freedom of the regional and global commons such as sea, air and cyberspace, and the way nations conduct economic relations. Be that as it may, the Free and Open Indo-Pacific is an updated vision of collective action to defend, strengthen and advance that order. It signals a greater acceptance by the two regional allies of the U.S. of their security burden and takes into account the realities of China’s rise and the relative decline in dominance of the U.S. There are a number of noteworthy “updates” which include: A deliberate move from “Asia-Pacific” to “Indo-Pacific” as the primary geo-strategic and geo-economic area of interest and responsibility for the three countries; An increased emphasis on creating and sustaining a “balance of power” in favour of the rules-based order; and A greater emphasis on the liberal aspects of a preferred order including the importance of rule-of-law and limitations on how governments wield their power, and greater separation of political and strategic objectives on one hand with commercial activities on the other. While operationalization of the Free and Open Indo-Pacific concept is at an early stage, trilateral strategic cooperation between the U.S., Japan and Australia is significant and quickly deepening. On the other hand, and with respect to misalignment and inconsistency, the economic policies of the Trump administration are causing considerable frustration. The three countries have also been strong supporters for the revival of the Quadrilateral grouping which also includes India. However, and notwithstanding some apprehension in Southeast Asia, about where the “Quad” is heading, the latter grouping is only still a fledgling one and its shape and development will depend on the extent to which the four countries become concerned about China’s activities in both Oceans. Finally, the Association of Southeast Asian Nations (ASEAN) and its member states continue to delay any definitive response to the Free and Open Indo-Pacific concept. Although its principles are attractive to many ASEAN member states, long-held conceptions of ASEAN centrality and its meaning gives the organization apparent reason for hesitation. The reasons include fears of diminished centrality and relevance, and reluctance to endorse a more confrontational mindset being adopted by the U.S. and its allies — including the revival of the Quadrilateral grouping with India — with respect to China. The reality is that while ASEAN and major member states are focused primarily on the risks of action, there are considerable risks of inaction and hesitation. The current era will either enhance or lessen the relevance of ASEAN in the eyes of these three countries in the years ahead depending on how the organisation and its key member states respond. Indeed, the paper argues that ASEAN is more likely to be left behind by strategic events and developments if it remains passive, and that the ball is in ASEAN’s court in terms of the future of its regional “centrality”.

As the center of gravity in international relations pivots to Asia-Pacific, the ASEAN region is emerging as both an important player on the global stage and an arena of international competition that includes a power struggle between the U.S. and China. With ASEAN’s competitiveness on the rise, however, its unity is hardly certain. In a changing world, economic and political protectionism gains a foothold. The book synthesizes our knowledge about ASEAN, with a specific emphasis on hot-button issues ranging from its domestic dynamics to external relations. It also reflects an evolution in ASEAN studies, which have largely shifted from a purely economic approach to understanding the region to a security-oriented one. Collectively, this book conveys an unambiguous and urgent message: ASEAN matters.
