The Nuclear Nonproliferation Treaty (NPT) has been the principal legal barrier to prevent the spread of nuclear weapons for the past forty-five years. It promotes the peaceful uses of nuclear technology and insures, through the application of safeguards inspections conducted by the International Atomic Energy Agency (IAEA), that those technologies are not being diverted toward the production of nuclear weapons. It is also the only multinational treaty that obligates the five nuclear weapons states that are party to the treaty (China, France, Great Britain, Russia, and the United States) to pursue nuclear disarmament measures.

Though there have been many challenges over the years, most would agree that the treaty has largely been successful. However, many are concerned about the continued viability of the NPT. The perceived slow pace of nuclear disarmament, the interest by some countries to consider a weapons program while party to the treaty, and the funding and staffing issues at the IAEA, are all putting considerable strain on the treaty. This manuscript explores those issues and offers some possible solutions to ensure that the NPT will survive effectively for many years to come.

Описание: This book makes a case for a reorientation of the nuclear nonproliferation regime, posing an alternative conceptualization of nuclear order centered on the regional level. It draws on an array of theoretical tools from the literatures on regionalism, security governance, and international institutions, developing a framework that analyzes the conditions that would allow for more robust regional nuclear cooperation. These include the presence of (1) institutional architecture, (2) political, economic, and military relations among states, and (3) fundamental regional awareness and identity.Wan then deploys this theoretical approach to several case studies, including Northeast Asia, Southeast Asia, and the Middle East, focusing on two interrelated questions. First, what is the viability of a stronger regional nuclear order in the region? Second, what form would such an order most likely take? In the process, the book identifies the magnitude and character of the proliferation challenge specific to each region. It also considers the existing character of nuclear cooperation at the regional level.Wan presents the historical development of regional nuclear order in Latin America as a model for the rest of the world. In this area, regional institutions―ranging from organizations to dialogues to ad hoc arrangements―gradually became more involved across economic, environmental, and human security domains, providing the foundation for multilateral cooperation in the nuclear arena. As his analysis shows, in light of the contemporary proliferation landscape, the establishment and strengthening of such regional nuclear orders is essential.

In the early nuclear age, experts anticipated that all technologically-capable states would build these powerful devices. That did not happen. Widespread development of nuclear arms did not occur, in large part, because a global nuclear nonproliferation regime was created. By the late-1960s, the United States and the Soviet Union had drafted the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and across decades the regime has expanded, with more agreements and more nations participating. As a result, in 2022, only nine states possess nuclear weapons. 
  
Why do most states in the international system adhere to the nuclear nonproliferation regime? The answer lies, Gibbons asserts, in decades of painstaking efforts undertaken by the US government. As the most powerful state during the nuclear age, the United States had many tools with which to persuade other states to join or otherwise support nonproliferation agreements. 
 
The waning of US global influence, Gibbons shows in The Hegemon's Tool Kit, is a key threat to the nonproliferation regime. So, too, is the deepening global divide over progress on nuclear disarmament. To date, the Chinese government is not taking significant steps to support the nuclear nonproliferation regime, and as a result, the regime may face a harmful leadership gap.
