This book sheds light on the reasons why specific features of a country's strategic thinking remain rigid while others transform. The national strategic cultures of postcommunist Eastern Europe have been exposed to a panoply of shocks and shifts. Romania's communist regime cultivated a uniquely thorny relationship with the Soviet Union, which facilitated the development of a national security narrative legitimizing a highly isolationist foreign policy. These factors have heavily weighed on Romanian post-communist strategic thinking and complicated the transition process. At first glance, Romania went through an astonishing adaptation to novel security challenges. Ultimately, however, its traditional national strategic thinking remained in some ways constant. Core features of Romania's strategic culture--such as the state-nation constellation--were the most resilient to change. In contrast, the intermediary features--such as the understanding of security and role conception--as well as outer layers--such as the foreign policy orientation and guidelines to using force--of strategic culture were more prone to influence by shocks, shifts, and norm entrepreneurs.
At the conclusion of World War II, Asia was hardly more than a geographic expression. Yet today we recognize Asia as a vibrant and assertive region, fully transformed from the vulnerable nation-states that emerged following the Second World War. The transformation was by no means an inevitable one, but the product of two key themes that have dominated Asia's international relations since 1945: the competition between the United States and the Soviet Union to enlist the region's states as assets in the Cold War, and the struggle of nationalistic Asian leaders to develop the domestic support to maintain power and independence in a dangerous international context.
Becoming Asia provides a comprehensive, systemic account of how these themes played out in Asian affairs during the postwar years, covering not only East Asia, but South and Central Asia as well. In addition to exploring the interplay between nationalism and Cold War bipolarity during the first postwar decades, authors Alice Lyman Miller and Richard Wich chart the rise of largely export-led economies that are increasingly making the region the global center of gravity, and document efforts in the ongoing search for regional integration.
The book also traces the origins and evolution of deep-rooted issues that remain high on the international agenda, such as the Taiwan question, the division of Korea and the threat of nuclear proliferation, the Kashmir issue, and the nuclearized Indian-Pakistani conflict, and offers an account of the rise of China and its implications for regional and global security and prosperity. The end of the Cold War and the bipolar era constituted a significant change in Germany's and Japan's foreign policy settings, granting both countries greater leeway to pursue policies divergent from Washington's strategy. This important book fills a gap in the existing literature by employing an explicitly comparative framework for analyzing and evaluating Germany's and Japan's post-Cold War regional foreign policy trajectories. Recent non-comparative studies diverge in their assessments of the extent to which the two countries' foreign policies are characterized by continuity or change, as while the majority of analyses on Germany find overall continuity in policies and guiding principles, prominent works on Japan see the country undergoing drastic change. Through a qualitative content analysis of key foreign policy speeches, this book traces and compares German and Japanese national role conceptions by identifying policymakers' perceived duties and responsibilities of their country in international politics. Further, through two case studies on missile defence policies and textbook disputes this study investigates actual foreign policy behaviour in order to question the assertion that post Cold War Germany and Japan are following very different paths.
