Описание: Au XXe siecle, l’Europe centrale et orientale a ete l’epicentre de tensions internationales. Soumise aux ambitions de puissances totalitaires, elle a connu leur emprise ideologique. La diplomatie culturelle deployee par la France dans cet espace, de 1936 a 1940 puis dans les annees succedant a la Seconde Guerre mondiale, a eu une double dimension : strategique et ideologique. A partir d’archives et d’entretiens, ce livre en etudie les enjeux, les modalites, les adaptations renouvelees, les limites. Il observe les continuites et les evolutions entre les deux temps, et, sous l’angle culturel, apprehende la complexite d’une entree en guerre froide. Dans la fin des annees 1930, l’affirmation culturelle est ambitieuse, multiforme, face aux avancees de l’Allemagne nazie et de l’Italie fasciste ; elle connait des inflexions apres « Munich », en particulier une symbiose entre « culture » et « information ». Ulterieurement, alors que les Allies, vainqueurs, sont tres presents, il s’agit d’une reconstruction pour retrouver une position d’influence. La France de 1945, affaiblie, mobilise ses ressources ; elle affiche sa proximite avec les mutations en cours a l’Est. Rapidement, le contexte international, l’evolution des Etats sous tutelle sovietique, les choix de la France – interieurs et en politique etrangere – s’interposent dans la poursuite de l’action. Aux espoirs de concordances succede un realisme face a une « Normalisation ». Une diplomatie culturelle « en resistance » est confrontee a une elimination programmee par le Kominform et ses relais. L’eviction du Bloc de l’Est s’inscrit dans un processus qui atteint l’ensemble des puissances occidentales.

In the familiar tale of mass migration to France from 1880 onwards, we know very little about the hundreds of thousands of women who formed a critical part of those migration waves. In Reproductive Citizens, Nimisha Barton argues that their relative occlusion in the historical record hints at a larger and more problematic oversight: the role of sex and gender in shaping the experiences of migrants to France before the Second World War.

Barton's compelling history of social citizenship demonstrates how, through the routine application of social policies, state and social actors worked separately towards a shared goal: repopulating France with immigrant families. Filled with voices gleaned from census reports, municipal statistics, naturalization dossiers, court cases, police files, and social worker registers, Reproductive Citizens shows how France welcomed foreign-born men and women, mobilizing naturalization, family law, social policy, and welfare assistance to ensure they would procreate, bearing French-assimilated children. Immigrants often agreed to this bargain because they, too, stood to gain from pensions, family allowances, unemployment benefits, and French nationality. By striking this bargain, they were also guaranteed safety and stability on a tumultuous continent.

Barton concludes that, in return for generous social provisions and refuge in dark times, immigrants joined the French nation through marriage and reproduction, breadwinning and child-rearing--in short, through families and family-making--which made them more French than even formal citizenship status could.
