Описание: Opening the Government of Canada presents a compelling case for a more open model of governance in the digital age – but a model that also continues to uphold democratic principles at the heart of the Westminster system. Amanda Clarke details the untold story of the federal bureaucracy’s efforts to adapt to digital-age pressures from the mid-2000s onward. This book reveals the mismatch between the bureaucracy’s closed government traditions and evolving citizen expectations and digital tools. Striking a balance between reform and tradition, lays out a roadmap for building a democratically robust, digital-era federal government.

Описание: Russian Bureaucracy and the State provides a rich and innovative assessment of Russian bureaucracy from 1881 to the present. From a variety of disciplinary perspectives, the work assesses the organization, personnel, and practices of officialdom across three different Russian regimes - tsarist, Soviet and postcommunist.
How to better coordinate policies and public services across public sector organizations has been a major topic of public administration research for decades. However, few attempts have been made to connect these concerns with the growing body of research on biases and blind spots in decision-making. This book attempts to make that connection. It explores how day-to-day decision-making in public sector organizations is subject to different types of organizational attention biases that may lead to a variety of coordination problems in and between organizations, and sometimes also to major blunders and disasters. The contributions address those biases and their effects for various types of public organizations in different policy sectors and national contexts. In particular, it elaborates on blind spots, or ‘not seeing the not seeing’, and different forms of bureaucratic politics as theoretical explanations for seemingly irrational organizational behaviour. The book’s theoretical tools and empirical insights address conditions for effective coordination and problem-solving by public bureaucracies using an organizational perspective.

Americans are just emerging from one of the great reform eras in our historyan era in which we attempted to control public bureaucracies through interest representation, due process, management, policy analysis, federalism, and oversight. The United States has, in fact, undergone an institutional realignment and has emerged with a weaker, less autonomous bureaucracy. In a book that will interest not only public administration specialists but students of American government generally, William Gormley examines the consequences of the reform efforts of the 1970s and 1980s and seeks to understand why, despite an astonishing number of these efforts, we remain dissatisfied with the results.
"The American bureaucracy is beleaguered and besieged," writes Gormley. ". . . Unfortunately, the bureaucracy's critics are equally capable of blunders." The author explains our situation by analyzing a spectrum of controls ranging from catalytic to hortatory to coercive. Catalytic controls--such as proxy advocacy, environmental impact statements, and freedom-of-information acts--are most flexible, while coercive controls--such as legislative vetoes, executive orders, and judicial take-overs of state institutions--are most rigid. While recommending that controls be tailored both to issues and to bureaucracies, Gormley shows that coercive interventions (or muscles) often generate new bureaucratic pathologies without eradicating old ones. In contrast, catalytic controls (or prayers) energize the bureaucracy without predetermining a hastily crafted response. Originally published in 1989.
