Описание: This book examines a crucial question about small states and their governments’ influence in the European Union (EU) decision-making processes. -  Are EU small member state governments influential in EU decision-making processes? In other words, do they exercise influence in these processes? And if so, how and at which stage do they do this? This book seeks to answer the above questions by focusing on Malta - the smallest state in the EU - and whether it exercises influence in ‘uploading’ its preferences in two distinct stages of EU legislative decision-making processes - decision-shaping (formation) and decision-taking (adoption). The cases selected and analyzed showcase the Maltese government’s behaviour in legislative negotiations in differing EU policy spheres that are extremely relevant to it. These are the adoption of EU directives on pyrotechnic articles (falling under the EU competition and consumer health and safety policy spheres) and on the extension of EU long-term residence to beneficiaries of international protection (falling under EU immigration policy). As analyzed in the latter chapters of the book, Malta’s government has achieved varying degrees of success in its exercise of influence in these EU decision-making processes.

As new presidential administrations come into power, they each bring their own approach to foreign policy. No grand strategy, however, is going to be completely novel. New administrations never start with a blank slate, so it is always possible to see similarities between an administration and its predecessors. Conversely, since each administration faces novel problems and operates in a unique context, no foreign policy strategy is going to be an exact replica of its predecessors. In American Pendulum, Christopher Hemmer examines America's grand strategic choices between 1914 and 2014 using four recurring debates in American foreign policy as lenses. First, how should the United States balance the trade-offs between working alone versus working with other states and international organizations? Second, what is the proper place of American values in foreign policy? Third, where does the strategic perimeter of the United States lie? And fourth, is time on the side of the United States or of its enemies?Offering new readings of debates within the Wilson, Truman, Nixon, Bush, and Obama administrations, Hemmer asserts that heated debates, disagreements, and even confusions over U.S. grand strategy are not only normal but also beneficial. He challenges the claim that uncertainties or inconsistences about the nation's role in the world or approach to security issues betray strategic confusion or the absence of a grand strategy. American foreign policy, he states, is most in danger not when debates are at their most pointed but when the weight of opinion crushes dissent. As the United States looks ahead to an increasingly multipolar world with increasing complicated security issues, Hemmer concludes, developing an effective grand strategy requires ongoing contestation and compromises between competing visions and policies.

Eastland (1904-1986) was one of the more intransigent leaders of the Deep South's resistance to what he called "the Second Reconstruction." From 1947 to 1978, Eastland wore that image of resistance proudly, even while recognizing from the beginning his was the losing side. Biographer J. Lee Annis Jr. chronicles such complexities extensively and also delves into many facets lesser known to the general public.

Born in the Mississippi Delta as part of the elite planter class, Eastland was appointed to the US Senate in 1941 by Democratic Governor Paul B. Johnson Sr. Eastland ran for and won the Senate seat outright in 1942 and served in the Senate from 1943 until his retirement in 1978.

A blunt man of few words but many contradictions, Eastland was an important player in Washington, from his initial stint in 1941 where he rapidly salvaged several key local projects from bungling intervention, to the 1970s when he shepherded the Supreme Court nominees of Richard Nixon and Gerald Ford to Senate confirmation. Annis paints a full picture of the man, describing the objections Eastland raised to civil rights proposals and the eventual accommodations he needed to accept after the passage of the Voting Rights Act of 1965.
