Elusive Equity chronicles South Africa's efforts to fashion a racially equitable state education system from the ashes of apartheid. The policymakers who came to power with Nelson Mandela in 1994 inherited and education system designed to further the racist goals of apartheid. Their massive challenge was to transform that system, which lavished human and financial resources on schools serving white students while systematically starving those serving African, coloured, and Indian learners, into one that would offer quality education to all persons, regardless of their race.
Edward Fiske and Helen Ladd describe and evaluate the strategies that South Africa pursued in its quest for racial equity. They draw on previously unpublished data, interviews with key officials, and visits to dozens of schools to describe the changes made in school finance, teacher assignment policies, governance, curriculum, higher education, and other areas. They conclude that the country has made remarkable progress toward equity in the sense of equal treatment of persons of all races. For several reasons, however, the country has been far less successful in promoting equal educational opportunity or educational adequacy. Thus equity has remained elusive.
The book is unique in combining the perceptive observations of a skilled education journalist with the analytical skills of an academic policy expert. Richly textured descriptions of how South Africa's education reforms have affected schools at the grass-roots level are combined with careful analysis of enrollment, governance, and budget data at the school, provincial, and national levels. The result is a compelling and comprehensive study of South Africa's first decade of education reform in the post-apartheid period.
Since its founding in 1924, the Church of Central Africa Presbyterian (CCAP) has grown to span five synods across Central, Eastern, and Southern Africa. Dr Rhodian Munyenyembe traces the history of these synods back to their shared roots in the Reformation and individual roots in three separate Presbyterian missions.
Dr Munyenyembe skillfully explores both historic and contemporary challenges to the unity of the CCAP, and raises the question of whether the CCAP truly functions as a single denomination or could better be understood as a loose federation of five distinct churches. His in-depth explanation provides a critical look that goes beyond a surface understanding of what it means to unite churches from different cultural traditions, and brings honest answers to disputes and conflicts among the CCAP synods. Timothy Sisk presents a new way of conceiving the transition to democracy in South Africa. Unlike authors such as Horowitz and Lijphart, who have sought to prescribe an ideal set of post-apartheid political institutions, Sisk asks what kinds of institutions show signs of actually emerging, given recent history and present realities. He treats the problem of constructing a democratic post-apartheid society in South Africa as part of a larger condition common to societies deeply divided by ethnic, religious, racial, or national discord. Though its profound cleavages of race and class make it a "least likely" candidate for conflict resolution through democratization, Sisk argues that the centripetal pull on moderate politicians of all parties was greater than the seemingly natural polarizing trend in a divided society. This centripetal pull led to the adoption of an interim constitution in 1993 after protracted negotiations. An American Fulbright scholar sent to South Africa after the end of the 21-year rupture of official scholarly exchanges between the two countries, Sisk analyzes the changes in the strategic calculations of the white minority government, the black liberation movement, and other parties over the course of negotiations since 1990. He concludes that intermittent upsurges of violence often reinforced, rather than reduced, the incentives of leaders on both sides to negotiate a settlement that would avoid mutually damaging outcomes. Drawing on extensive interviews with political figures, as well as other primary and secondary sources, Sisk finds reason for hope that a democratic social contract can evolve, balancing majority rule with minority representation and guaranteeing equal economic opportunity and social justice.
