They also shape or take advantage of opportunities to advance the claims and grievances of the community to a broader audience, at least some of whom endorse the validity of the movement. Ethnic identities are then politicized by the ways in which the community interacts with others in the political system, and with the system itself.

But while this radical restructuring destroyed certain aspects of indigenous society, Jeremy Ravi Mumford's Vertical Empire reveals the ways that it preserved others. The campaign drew on colonial ethnographic inquiries into indigenous culture and strengthened the place of native lords in colonial society. In the end, rather than destroying the web of Andean communities, the General Resettlement added another layer to indigenous culture, a culture that the Spaniards glimpsed and that Andeans defended fiercely.

As one of the changes, the comunidad invented a system of two membership categories. Thereby, they changed their concept of belonging and excluded some of those who thought of themselves as members. Drawing on fieldwork, participant observation, interviews and life stories, the author analyses how the comunidad interpreted the mining-induced transformations, how the concept and functions of their comunidad were altered and why belonging became such a central issue. She shows how belonging is a marker of social hierarchies and influenced by gender inequalities.
