Описание: In the early twentieth century, the United States set out to guarantee economic and political stability in the Caribbean without intrusive and controversial military interventions--and ended up achieving exactly the opposite. Using military and government records from the United States and the Dominican Republic, this work investigates the extent to which early twentieth-century U.S. involvement in the Dominican Republic fundamentally changed both Dominican history and the conduct of U.S. foreign policy. Successive U.S. interventions based on a policy of dollar diplomacy led to military occupation and contributed to a drastic shifting of the Dominican social order, as well as centralized state military power, which Rafael Trujillo leveraged in his 1920s rise to dictatorship. Ultimately, this book demonstrates that the overthrow of the social order resulted not from military planning but from the interplay between uncoordinated interventions in Dominican society and Dominican responses.
Telling a neglected story of occupation and resistance, Ellen D. Tillman documents the troubled efforts of the U.S. government to break down the Dominican Republic and remake it from the ground up, providing fresh insight into the motivations and limitations of occupation.

Описание: The commonly held view that the interests of American business dominated U.S. foreign policy in the Caribbean during the early part of this century is challenged by Dana G. Munro, prominent scholar and former State Department official. He argues that the basic purpose of U.S. policy was to create in Latin America political and economic stability so

Описание: Tells the story of how the United States used modern art as a cultural defense strategy in South America during World War II. Organised by figures such as Nelson A. Rockefeller, the Art Section of the Office of the Coordinator of Inter-American Affairs linked art and national security. In the process, modern art came to symbolize American values.
In International Intervention and the Problem of Legitimacy Andrew C. Gilbert argues for an ethnographic analysis of international intervention as a series of encounters, focusing on the relations of difference and inequality, and the question of legitimacy that permeate such encounters. He discusses the transformations that happen in everyday engagements between intervention agents and their target populations, and also identifies key instabilities that emerge out of such engagements. Gilbert highlights the struggles, entanglements and inter-dependencies between and among foreign agents, and the people of Bosnia-Herzegovina that channel and shape intervention and how it unfolds.
Drawing upon nearly two years of fieldwork studying in postwar Bosnia and Herzegovina, Gilbert's probing analysis identifies previously overlooked sites, processes, and effects of international intervention, and suggests new comparative opportunities for the study of transnational action that seeks to save and secure human lives and improve the human condition.
Above all, International Intervention and the Problem of Legitimacy foregrounds and analyzes the open-ended, innovative, and unpredictable nature of international intervention that is usually omitted from the ordered representations of the technocratic vision and the confident assertions of many critiques.
In Kissinger and Latin America, Stephen G. Rabe analyzes U.S. policies toward Latin America during a critical period of the Cold War. Except for the issue of Chile under Salvador Allende, historians have largely ignored inter-American relations during the presidencies of Richard M. Nixon and Gerald R. Ford. Rabe also offers a way of adding to and challenging the prevailing historiography on one of the most preeminent policymakers in the history of U.S. foreign relations. Scholarly studies on Henry Kissinger and his policies between 1969 and 1977 have tended to survey Kissinger's approach to the world, with an emphasis on initiatives toward the Soviet Union and the People's Republic of China and the struggle to extricate the United States from the Vietnam conflict. Kissinger and Latin America offers something new--analyzing U.S. policies toward a distinct region of the world during Kissinger's career as national security adviser and secretary of state.
Rabe further challenges the notion that Henry Kissinger dismissed relations with the southern neighbors. The energetic Kissinger devoted more time and effort to Latin America than any of his predecessors--or successors--who served as the national security adviser or secretary of state during the Cold War era. He waged war against Salvador Allende and successfully destabilized a government in Bolivia. He resolved nettlesome issues with Mexico, Peru, Ecuador, and Venezuela. He launched critical initiatives with Panama and Cuba. Kissinger also bolstered and coddled murderous military dictators who trampled on basic human rights. South American military dictators whom Kissinger favored committed international terrorism in Europe and the Western Hemisphere.

Описание: International Injustice: Humanitarian Intervention and the Abuse of War Crimes Trials is a critical examination of Western military humanitarian interventions, with a particular focus on subsequent Western-organized war crimes trials that serve as post-facto justifications for the resort to force. International Injustice analyzes the NATO-led humanitarian intervention in Yugoslavia during the 1990s, an intervention that to this day continues to be cited as a successful exemplar of how to use force to achieve humanitarian outcomes. NATO's bombing campaigns—first in Bosnia-Herzegovina, then in Serbia—were accompanied by innumerable war crimes trials of NATO's designated adversaries, held under the auspices of The Hague-based International Criminal Tribunal for the Former Yugoslavia (ICTY). As this book shows, however, the ICTY was inextricably bound up with the issue of whom to assign blame for the violent breakup of Yugoslavia and for the wars that followed.

Описание: It was long assumed that the Soviet Union dictated Warsaw Pact policy in Africa, Asia, the Middle East and Latin America (known as the `Third World` during the Cold War).
It was long assumed that the Soviet Union dictated Warsaw Pact policy in Africa, Asia, the Middle East and Latin America (known as the 'Third World' during the Cold War). Although the post-1991 opening of archives has demonstrated this to be untrue, there has still been no holistic volume examining the topic in detail. Such a comprehensive and nuanced treatment is virtually impossible for the individual scholar thanks to the linguistic and practical difficulties in satisfactorily covering all of the so-called 'junior members' of the Warsaw Pact.
This important book fills that void and examines the agency of these states - Czechoslovakia, the German Democratic Republic, Poland, Hungary, Bulgaria and Romania - and their international interactions during the 'discovery' of the 'Third World' from the 1950s to the 1970s. Building upon recent scholarship and working from a diverse range of new archival sources, contributors study the diplomacy of the eastern and central European communist states to reveal their myriad motivations and goals (importantly often in direct conflict with Soviet directives). This work, the first revisionist review of the role of the junior members as a whole, will be of interest to all scholars of the Cold War, whatever their geographical focus.
"Diplomacy Between the Wars" is a detailed inside story of diplomacy seen through the careers of five remarkable career diplomatists. Here is a unique and authentic picture of practical diplomacy and its effect during periods of international crisis which shaped the twentieth century. These were not the statesmen and politicians who dominated the international stage but practical diplomats with long experience, linguistic competence, deep knowledge of the local conditions, history, culture and of the people of the countries where they served. George Liebmann also brings acute political awareness to the subject. The achievements of these diplomats - often unsung during their careers and gleaned largely from history books - were considerable and a monument to practical, professional diplomacy.Lewis Einstein was influential in demonstrating the central role - and its control - of finance and credit in modern wars and urging massive US economic assistance to Europe and after World War II providing the intellectual underpinnings of the Marshall Plan; Sir Horace Rumbold's work was vital in avoiding war between Great Britain and Turkey and in warnings of the dangers of Hitler; Johann von Bernstorff opposed Germany's 'naval militarism', supported a negotiated end to the First World War and peaceful revision of the Treaty of Versailles; Count Carlo Sforza urged restraint on Italy's territorial ambitions and tolerance for former Fascists and Communists; and Ismet Inonu kept Turkey out of war, preserved her national interest at the Treaty of Lausanne and maintained friendship with the great powers. He worked for religious toleration and the limitation of dictatorship in Ataturk's secular Turkish Republic.
