Описание: Educating the Neglected Majority is Richard Jarrell's pioneering survey of the attempt to develop and diffuse agricultural and technical education in nineteenth-century Canada's most populous regions. It explores the efforts and achievements of educators, legislators, and manufacturers as they responded to the rapid changes resulting from the Industrial Revolution. Identifying the resources that the state, philanthropic organizations, private schools, moral reform societies, and churches harnessed to implement technical education for the rural and industrial working classes, Jarrell illuminates the formal and informal learning networks of Upper Canada/Ontario and Lower Canada/Quebec at this time. As these colonial societies moved towards mechanization, industrialization, and nationhood, their educational leaders looked to US and British developments in pedagogy and technology to create academic journals, evening classes, libraries, mechanics' institutes, museums, specialist societies, and women's institutes. Supervising these varied activities were legislatures and provincial boards, where key figures such as E.-A. Barnard, J.-B. Meilleur, and Egerton Ryerson played dominant roles. Portraying the powerful hopes and sometimes unrealistic dreams that motivated energetic and determined reformers, Educating the Neglected Majority presents Ontario and Quebec's response to the powerful industrial and demographic forces that were reshaping the North Atlantic world.

Описание: The Electoral College that governs America has been with us since 1804, when Thomas Jefferson's supporters redesigned it for his re-election. The Jeffersonians were motivated by the principle of majority rule. Gone were the days when a president would be elected by acclamation, as George Washington had been. Instead, given the emergence of intense two-party competition, the Jeffersonians wanted to make sure that the Electoral College awarded the presidency to the candidate of the majority, rather than minority, party. They also envisioned that a candidate would win by amassing a majority of Electoral College votes secured from states where the candidate's party was in the majority. For most of American history, this system has worked as intended, producing presidents who won Electoral College victories derived from state-based majorities. In the last quarter-century, however, there have been three significant aberrations from the Jeffersonian design: 1992, 2000, and 2016. In each of these years, the Electoral College victory depended on states where the winner received only a minority of votes. In this authoritative history of the American Electoral College system, Edward Foley analyzes the consequences of the unparalleled departure from the Jeffersonians' original intent-and delineates what we can do about it. He explains how states, by simply changing their Electoral College procedures, could restore the original Jeffersonian commitment to majority rule. There are various ways to do this, all of which comply with the Constitution. If only a few states had done so before 2016, the outcome might have been different. Doing so before future elections can prevent another victory that, contrary to the original Jeffersonian intent, a majority of voters did not want.

Описание: In the wake of national crises and sharp shifts in the electorate, new members of Congress march off to Washington full of intense idealism and the desire for instant change—but often lacking in any sense of proportion or patience. This drive for instant political gratification concerned one of the key Founders, James Madison, who accepted the inevitability of majority rule but worried that an inflamed majority might not rule reasonably.Greg Weiner challenges longstanding suppositions that Madison harbored misgivings about majority rule, arguing instead that he viewed constitutional institutions as delaying mechanisms to postpone decisions until after public passions had cooled and reason took hold. In effect, Madison believed that one of the Constitution's primary functions is to act as a metronome, regulating the tempo of American politics.Weiner calls this implicit doctrine "temporal republicanism" to emphasize both its compatibility with and its contrast to other interpretations of the Founders' thought. Like civic republicanism, the "temporal" variety embodies a Set of values—public-spiritedness, respect for the rights of others-broader than the technical device of majority rule. Exploring this fundamental idea of time-seasoned majority rule across the entire range of Madison's long career, Weiner shows that it did not substantially change over the course of his life. He presents Madison's understanding of internal constitutional checks and his famous "extended republic" argument as different and complementary mechanisms for improving majority rule by slowing it down, not blocking it. And he reveals that the changes we see in Madison's views of majority rule arise largely from his evolving beliefs about who, exactly, was behaving impulsively—whether abusive majorities in the 1780s, the Adams regime in the 1790s, the nullifiers in the 1820s. Yet there is no evidence that Madison's underlying beliefs about either majority rule or the distorting and transient nature of passions ever swayed. If patience was a fact of life in Madison's day—a time when communication and travel were slow—it surely is much harder to cultivate in the age of the Internet, 24-hour news, and politics based on instant gratification. While many of today's politicians seem to wed supreme impatience with an avowed devotion to original constitutional principles, Madison's Metronome suggests that one of our nation's great luminaries would likely view that marriage with caution.

Historians have focused almost entirely on the attempt by southern African Americans to attain equal rights during Reconstruction. However, the northern states also witnessed a significant period of struggle during these years. Northern blacks vigorously protested laws establishing inequality in education, public accommodations, and political life and challenged the Republican Party to live up to its stated ideals.
In "We Will Be Satisfied With Nothing Less", Hugh Davis concentrates on the two issues that African Americans in the North considered most essential: black male suffrage rights and equal access to the public schools. Davis connects the local and the national; he joins the specifics of campaigns in places such as Cincinnati, Detroit, and San Francisco with the work of the National Equal Rights League and its successor, the National Executive Committee of Colored Persons. The narrative moves forward from their launching of the equal rights movement in 1864 to the "end" of Reconstruction in the North two decades later. The struggle to gain male suffrage rights was the centerpiece of the movement's agenda in the 1860s, while the school issue remained a major objective throughout the period. Following the ratification of the Fifteenth Amendment in 1870, northern blacks devoted considerable attention to assessing their place within the Republican Party and determining how they could most effectively employ the franchise to protect the rights of all citizens.
