The war in Syria, now in its eighth year, continues to take its toll on the Syrian people. More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward.
Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors--including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas--play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options.
The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available--and the most effective ways in which the toolkit can be adapted--to maximize the well-being of refugees, host countries, and the people in Syria.

Описание: The end of the Second World War in Europe gave way to a gigantic refugee crisis. Thoroughly prepared by Allied military planners, the swift repatriation of millions of former forced laborers, concentration camp inmates and prisoners of war nearly brought this dramatic episode top a close. Yet in September 1945, the number of displaced persons placed under the guardianship of Allied armies and relief agencies in occupied Germany amounted to 1.5 million. A costly burden for the occupying powers, the Jewish, Polish, Ukrainian, Yugoslav and Baltic DPs unwilling to return to their countries of origin presented a complex international problem. Massed in refugee camps stretched from Northern Germany to Sicily, the DPs had become long-term asylum seekers. Based on the records of the International Refugee Organization, this book describes how the European DP crisis impinged on the shape of the postwar order. The DP question directly affected the outbreak of the Cold War; the transformation of the West into a new geopolitical entity; the conduct of political purges and retribution; the ideology and methods of modern humanitarian interventions; the appearance of international agencies and non-governmental organizations; the emergence of an international human rights system; the organization of migration movements and the redistribution of surplus populations; the advent of Jewish nationhood; and postwar categorizations of political and humanitarian refugees.
In this unique history from below, Destination Elsewhere chronicles encounters between Displaced Persons in Europe and the Allied agencies who were tasked with caring for them after the Second World War. The struggle to define who was a Displaced Person and who was not was a subject of intense debate and deliberation among humanitarians, international law experts, immigration planners, and governments. What has not adequately been recognized is that Displaced Persons also actively participated in this emerging refugee conversation. Displaced Persons endured war, displacement, and resettlement, but these experiences were not defined by passivity and speechlessness. Instead, they spoke back, creating a dialogue that in turn helped shape the modern idea of the refugee.
As Ruth Balint shows, what made a good or convincing story at the time tells us much about the circulation of ideas about the war, about the Holocaust, and about the Jews. Those stories depict the emerging moral and legal distinction between economic migrants and political refugees. They tell us about the experiences of women and children in the face of new psychological and political interventions into the family. Stories from Displaced Persons also tells us something about the enduring myth of the new world for people who longed to leave the old.
Balint focuses on those whose storytelling skills became a major strategy for survival and escape out of the Displaced Persons' camps and out of the Europe. Their stories are brought alive in Destination Elsewhere, alongside a new history of immigration, statelessness, and the institution of the postwar family.

Описание: 170,000 Displaced Persons arrived in Australia between 1947 and 1952 – the first non-Anglo-Celtic mass migrants.Australia’s first immigration minister, Arthur Calwell, scoured post-war Europe for refugees, Displaced Persons he characterised as ‘Beautiful Balts’. Amid the hierarchies of the White Australia Policy, the tensions of the Cold War and the national need for labour, these people would transform not only Australia’s immigration policy, but the country itself. Beautiful Balts tells the extraordinary story of these Displaced Persons, tracing their journey from the chaotic camps of Europe after World War II to a new life in a land of opportunity, where prejudice, parochialism, and strident anti-communism were rife. Drawing from archives, oral history interviews and literature generated by the Displaced Persons themselves, Persian investigates who they really were, why Australia wanted them, and what they experienced.

Описание: Collects poetry, fiction, essays, and selections from two blogs from thirty-three men and women-poets, fiction writers, journalists, filmmakers and video artists, photographers, community leaders and organisers, and diplomats. Some are veteran writers, such as Tamim Ansary and Donia Gobar, but others are novices and still learning how to craft their own story, their unique Afghan American voice.
The book is a comparative case study of collective memory in two small communities situated on two Central-European borderlands. Despite different pre-war histories, Ukrainian Zhovkva (before 1939 Polish ???kiew) and Polish Krzy? (before 1945 German Kreuz) were to share a common fate of many European localities, destroyed and rebuilt in a completely new shape. As a result of war, and post-war ethnic cleansing and displacement, they lost almost all of their pre-war inhabitants and were repopulated by new people. Based on more than 150 oral history interviews, the book describes the process of reconstruction of social microcosm, involving the reader in a journey through the lives of real people entangled in the dramatic historical events of the 20th century.
