The paper moves from an analysis of recent trends in regional labour mobility through an examination of the connections between trade, migration and development. Finally it considers how migration could be better governed at the multilateral, regional and bilateral levels. A central theme of the paper is that, when properly governed, labour mobility can deliver large and sustained development gains. Improving cross-border labour market access, particularly for people from developing countries, therefore needs higher prioritization by regional policymakers. At the same time, the concerns of receiving country populations around higher levels of immigration also need to be addressed. Striking this balance will require, in particular, the expansion and further adoption of co-operative agreements between sending and receiving countries which provide labour market access in return for more cooperation in migration management and enforcement.

Описание: In the wake of the adoption of the 2030 Agenda for Sustainable Development that commits all countries to pursue inclusive and sustainable development, regional economic cooperation and integration has gained new momentum in South Asia, as the broader Asian region is emerging as the new engine of global growth. Often referred to as the least integrated of Asian-Pacific sub-regions, South Asia's intra-regional trade accounts for about 6 per cent of its total trade, in comparison with 26 per cent among South-East Asian countries. Despite its strategic location at the confluence of Central and South-East Asia, South Asia has also failed to harness the full potential of connectivity and economic integration with neighboring sub-regions.This report examines how countries in South Asia could capitalize on opportunities to cooperate for closer regional economic integration, in particular in the four broad areas of trade and market integration, regional connectivity, financial cooperation, and collective actions to address shared risks and vulnerabilities. It reveals that trade barriers, infrastructural deficits and political divergences have cost the sub-region direly in terms of lost opportunities for exports, in the amount of USD54 billion in 2014 for example. The report underscores the prospects available for South Asian countries to play a stronger role in broader regionalism in Asia-Pacific as well as discusses the unique role of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) in facilitating that process.

Описание: Trade that straddles borders in Central Asia plays a vital role in the livelihoods of border communities and buttresses prosperity in often poor regions. By strengthening commercial ties, cultural understanding and deepening community relationships, border trade nurtures amicable relations between neighboring countries. This book examines the characteristics of trade intermediated by a network of bazaars in Central Asia and its significance for local economies. It uncovers the dynamic phenomenon of bazaars in propelling trade. Bazaars were invented in central Asia centuries ago; in their modern form, as highly flexible and low cost centers for trade, endowed with modern sophisticated logistics, bazaars provide a channel parallel to that of formal trade. Bazaars play major roles in regional and national chains of production and distribution with national networks strongly integrated and overlapping across Central Asian economies. They are the major agents for border trade, which fights poverty by cheapening products and by creating employment opportunities, especially for women. The book examines the public policy implications of bazaar or non-standard trade and actions that could be taken to foster such trade. A light regulatory touch and a low fiscal burden would help fight poverty. Improvements in the business climate and elimination of harassment of traders by local officials as well as easing conditions for the movement of peoples and vehicles would be hugely beneficial. But this book goes beyond trade. It considers the potential for border community cooperation in a variety of activities, public services, and shared infrastructure, culture that could yield rich dividends and make meaningless borders as separators of human activities. It examines the example of border cooperation in Europe through Euroregios as a model for Central Asia. Finally, the book concludes with a series of recommendations for public authorities intended to deepen border trade and cooperation.
