Описание: "Over the last decade Latin America and the Caribbean region has achieved important progress towards the World Bank Group's goals of eradicating extreme poverty and boosting income growth of the bottom 40 percent, propelled by remarkable economic growth and falling income inequality. Despite this impressive performance, social progress has not been uniform over this period, and certain countries, subregions and even socioeconomic groups participated less in the growth process. As of today, more than 75 million people still live in extreme poverty in the region (using $2.50/day/capita), half of them in Brazil and Mexico, and extreme poverty rates top 40 percent in Guatemala and reach nearly 60 percent in Haiti. This means that extreme poverty is still an important issue in both low- and middle-income countries in the region. As growth wanes and progress in reducing the still high levels of inequality in the region slows, it will be more important than ever for governments to focus policies on inclusive growth. The book includes an overview that highlights progress towards the goals of poverty eradication and shared prosperity between 2003 and 2012, unpacks recent gains at the household level using an income-based asset model, and examines some of the policy levers used to affect social outcomes in the region. It draws on 13 country studies, eight of which are featured in this volume: Argentina, Brazil, Colombia, El Salvador, Mexico, Paraguay, Peru, and Uruguay. The other case studies include: Bolivia, Chile, Dominican Republic, Ecuador, and Honduras, which will be included in the web version of the book."

Описание: Reforms spurred by accession to the European Union (EU) boosted productivity and integrated Romania into the EU economic space. Gross domestic product per capita rose from 30 percent of the EU average in 1995 to 59 percent in 2016. Today, over 70 percent of the country's exports go to the EU, and their technological complexity is increasing rapidly. Yet, Romania remains the country in the EU with by far the largest share of poor people, with over a quarter of the population living on less than $5.50 a day. There are widening disparities in economic opportunity and poverty across regions and between urban and rural areas. Although Bucharest has already exceeded the EU average income per capita, and many secondary cities are becoming hubs of prosperity and innovation, Romania remains one of the least urbanized countries in the EU. Access to public services remains constrained for many citizens, particularly in rural areas, and there is a large infrastructure gap, which is a drag on the international competitiveness of the more dynamic areas of Romania while limiting economic opportunities in lagging and rural areas. Growth is constrained by weak commitment to policy implementation, creating a poor business environment and misallocation of resources to politically connected firms. Equal opportunities are constrained by weak local service delivery and an inability to ensure sufficient local funding due to patronage-based politics. And resilience to natural disasters and climate change is constrained by lack of coordination between central and local authorities. As argued in this report, Romania has no choice but to address these institutional challenges if it is to sustain the impressive growth performance of recent years, share prosperity among all of its citizens, and improve its resilience to natural hazards.

It has been a central indicator for the Millennium Development Goals and is now an important indicator among the Sustainable Development Goals.The World Bank's Poverty and Shared Prosperity series is the official source for the latest global estimates of poverty and shared prosperity. Each report also expands on a particular theme. As the world continues to make progress in eradicating poverty, efforts to monitor progress in reaching our goals will need to bring greater attention to ensuring that no one is left unaccounted for, that everyone counts - and the 2018 report explores the implications of this.Chapters 1 and 2 provide updates on the status of global poverty and the state of shared prosperity in the world. Chapter 3 examines the usefulness of a measure of societal poverty, which takes both absolute and relative aspects of deprivation into account above a certain income level. This measure provides a higher estimate of global poverty, which allows for the notion that participating in society may require more resources in richer countries. Chapter 4 puts forward a multidimensional index of global poverty that builds on the consumption-based measure by adding dimensions of well-being for which market prices largely do not exist, such as health and education. Chapter 5 addresses a key constraint in monitoring global poverty, namely, that the current state of data does not allow for the measurement of inequality within households. This chapter describes the first efforts to overcome this constraint, with the aim of improving our understanding of the individual-level characteristics of the poor through a focus on gender.
