Rachel Vanderhill addresses these two questions, exploring in detail how social media are both aiding and undermining autocratic regimes.

Описание: Corruption, fake news, and the ""informational autocracy"" sustaining Putin in powerAfter fading into the background for many years following the collapse of the Soviet Union, Russia suddenly has emerged as a new threat—at least in the minds of many Westerners. But Western assumptions about Russia, and in particular about political decision-making in Russia, tend to be out of date or just plain wrong.Under the leadership of Vladimir Putin since 2000, Russia is neither a somewhat reduced version of the Soviet Union nor a classic police state. Corruption is prevalent at all levels of government and business, but Russia's leaders pursue broader and more complex goals than one would expect in a typical kleptocracy, such as those in many developing countries. Nor does Russia fit the standard political science model of a ""competitive authoritarian"" regime; its parliament, political parties, and other political bodies are neither fakes to fool the West nor forums for bargaining among the elites. The result of a two-year collaboration between top Russian experts and Western political scholars, Autocracy explores the complex roles of Russia's presidency, security services, parliament, media and other actors. The authors argue that Putin has created an “informational autocracy,” which relies more on media manipulation than on the comprehensive repression of traditional dictatorships. The fake news, hackers, and trolls that featured in Russia’s foreign policy during the 2016 U.S. presidential election are also favored tools of Putin’s domestic regime—along with internet restrictions, state television, and copious in-house surveys. While these tactics have been successful in the short run, the regime that depends on them already shows signs of age: over-centralization, a narrowing of information flows, and a reliance on informal fixers to bypass the bureaucracy. The regime's challenge will be to continue to block social modernization without undermining the leadership’s own capabilities.

Описание:

The March of Autocracy examines the rise of authoritarian and illiberal leaders, whose growing assertiveness is reshaping the Western-led world order. It explores the challenge for Australia as it enters a new era, in which China's international sway increases and democracies compete with their rivals for global influence.

  • Professor of politics at the University of Sydney John Keane on despotism and the new Cold War between the United States and China.
  • Director of the Lowy Institute's International Security Program Sam Roggeveen on the American contest against authoritarianism and how it is shaping US foreign policy.
  • Chinese culture and politics expert Linda Jaivin on what diplomatic and political levers Australia has at its disposal in dealing with China.
  • Research fellow at the Lowy Institute Natasha Kassam and senior lecturer in international politics at the Australian National University Darren Lim on how authoritarianism has risen in China and elsewhere in the wake of COVID-19 and a global shift in power.
  • ASPI senior analyst Huong Le Thu on how Australia can improve its South-East Asian ties.
  • Acclaimed photojournalist Kate Geraghty on Christina Lamb's Our Bodies, Their Battlefield and women in the context of war.
  • The ABC's South-East Asia correspondent Liam Cochrane on Sebastian Strangio's In the Dragon's Shadow and the future of South-East Asia in the Chinese century.
  • Adelaide University senior international politics lecturer Priya Chacko on Geoff Raby's China's Grand Strategy and Australia's Future in the New Global Order and the need to boost our diplomacy.
  • Research Fellow in the Asia Institute of The University of Melbourne Melissa Conley Tyler on Sue Boyd's Not Always Diplomatic and pioneers in the foreign service.

Australian Foreign Affairs is published three times a year and seeks to explore - and encourage - debate on Australia's place in the world and global outlook.

Описание:

What effect is China's successful autocracy having on global politics? Is it leading to the decline of democracy, and the rise of 'strong man' government worldwide?

China's success economically, this collection argues, is undermining the post-war consensus that 'liberal democracy is best'. In a multi-polar, Chinese-dominated world, Trump, Putin, Erdogan, and other global leaders no longer criticize China. In fact, they frequently invoke the usefulness of 'strong' and 'united' leadership. At the same time, China seeks to wear the mantle of a great power, and in doing so talks about human rights, climate change, freedom and economic liberalism.

This collection examines how China views itself and where reality meets rhetoric on trade, international relations, diplomacy, economics and social policy. The contributors expertly dissect China's autocracy, and show how a ripple effect is altering the political-model consensus around the world.

Описание: This book explores the military strategy and military modernization of Russia and China post-2001. In a complex international system where US power wanes and new powers emerge, Russia and China are the most notable and potent challengers to the post-Cold War world order centred on the West, the US, and NATO. The security challenge these powers pose is enhanced by their unique military histories and ways of war, which are driven by their status as revisionist powers, and are tailored to counter the advantages of the Western way of war.
