Описание:

In Catastrophic Success, Alexander B. Downes compiles all instances of regime change around the world over the past two centuries. Drawing on this impressive data set, Downes shows that regime change increases the likelihood of civil war and violent leader removal in target states and fails to reduce the probability of conflict between intervening states and their targets. As Downes demonstrates, when a state confronts an obstinate or dangerous adversary, the lure of toppling its government and establishing a friendly administration is strong. The historical record, however, shows that foreign-imposed regime change is, in the long term, neither cheap, easy, nor consistently successful. The strategic impulse to forcibly oust antagonistic or non-compliant regimes overlooks two key facts. First, the act of overthrowing a foreign government sometimes causes its military to disintegrate, sending thousands of armed men into the countryside where they often wage an insurgency against the intervener. Second, externally-imposed leaders face a domestic audience in addition to an external one, and the two typically want different things. These divergent preferences place imposed leaders in a quandary: taking actions that please one invariably alienates the other. Regime change thus drives a wedge between external patrons and their domestic prot?g?s or between prot?g?s and their people. Catastrophic Success provides sober counsel for leaders and diplomats. Regime change may appear an expeditious solution, but states are usually better off relying on other tools of influence, such as diplomacy. Regime change, Downes urges, should be reserved for exceptional cases. Interveners must recognize that, absent a rare set of promising preconditions, regime change often instigates a new period of uncertainty and conflict that impedes their interests from being realized.

Описание:

Aerial bombardment remains important to military strategy, but the norms governing bombing and the harm it imposes on civilians have evolved. The past century has seen everything from deliberate attacks against rebellious villagers by Italian and British colonial forces in the Middle East to scrupulous efforts to avoid "collateral damage" in the counterinsurgency and antiterrorist wars of today. The American Way of Bombing brings together prominent military historians, practitioners, civilian and military legal experts, political scientists, philosophers, and anthropologists to explore the evolution of ethical and legal norms governing air warfare.

Focusing primarily on the United States—as the world’s preeminent military power and the one most frequently engaged in air warfare, its practice has influenced normative change in this domain, and will continue to do so—the authors address such topics as firebombing of cities during World War II; the atomic attacks on Hiroshima and Nagasaki; the deployment of airpower in Iraq, Afghanistan, and Libya; and the use of unmanned drones for surveillance and attacks on suspected terrorists in Pakistan, Yemen, Sudan, Somalia, and elsewhere.

Hybrid Warfare refers to a military strategy that blends conventional warfare, so-called 'irregular warfare' and cyber-attacks with other influencing methods, such as fake news, diplomacy and foreign political intervention. As Hybrid Warfare becomes increasingly commonplace, there is an imminent need for research bringing attention to how these challenges can be addressed in order to develop a comprehensive approach towards Hybrid Threats and Hybrid Warfare. This volume supports the development of such an approach by bringing together practitioners and scholarly perspectives on the topic and by covering the threats themselves, as well as the tools and means to counter them, together with a number of real-world case studies.

The book covers numerous aspects of current Hybrid Warfare discourses including a discussion of the perspectives of key western actors such as NATO, the US and the EU; an analysis of Russia and China's Hybrid Warfare capabilities; and the growing threat of cyberwarfare. A range of global case studies - featuring specific examples from the Baltics, Taiwan, Ukraine, Iran and Catalonia - are drawn upon to demonstrate the employment of Hybrid Warfare tactics and how they have been countered in practice. Finally, the editors propose a new method through which to understand the dynamics of Hybrid Threats, Warfare and their countermeasures, termed the 'Hybridity Blizzard Model'. With a focus on practitioner insight and practicable International Relations theory, this volume is an essential guide to identifying, analysing and countering Hybrid Threats and Warfare.
