Even before the COVID-19 pandemic struck, the poorest one-fifth of U.S. families struggled to pay the rent or mortgage without foregoing other necessities. A growing number of middle-income families face difficult tradeoffs in their housing choices: devote a larger chunk of their paycheck to housing costs or endure long commutes. More than 50 years after the federal Fair Housing Act was passed, Black homeownership rates are 30 percentage points lower those of white households, and most cities still have high levels of racial segregation. Most new housing is built in car-dependent areas on the exurban fringe, far from jobs and public transportation, even as the impacts of climate change become ever more apparent.

The United States doesn't have an integrated, coherent housing policy to deal with these problems. Rather, it has lots of different policies designed and implemented by a variety of public agencies. Where and how governments choose to invest public funds in roads, public transportation, and other infrastructure has profound implications for housing prices and availability.

This book provides an action plan for how federal, state, and local policies should be restructured to achieve better housing outcomes for individuals, families, and communities. The author proposes systemic change in the political processes regulating housing production, federal tax policy, funding for transportation and infrastructure, and greater federal support for the social safety net. One possible driving force for some of these changes could be the potential emergence of new coalitions that align the economic and political incentives of young, racially diverse, urban renter households with conservatives who favor limited government.

As the first book addressing the broad set of local, state, and national housing policies, this book is for policymakers, journalists, and advocacy groups engaged in the housing field, as well as general readers. The book also will make an excellent teaching resource for advanced undergraduate or master's courses in urban planning and public policy.

Описание: This book discusses the socioeconomic effects of Right-to-Work (RTW) laws on state populations. RTW laws forbid requiring union membership even at union-represented worksites. The core of the 22 long-term RTW states was the Confederacy, cultural descendants of rigidly hierarchical agrarian feudal England. RTW laws buttress hierarchy and power imbalance which unions minimize at the worksite and by encouraging higher educational attainment, social mobility, and individual empowerment through group validation. Contrary to claims of RTW proponents, RTW and non-RTW states do not differ significantly in unemployment rates.RTW states have higher poverty rates, lower median household incomes, and lower educational attainment on average and median than non-RTW states. RTW states on average and median have lower life expectancy, higher obesity prevalence, and higher rates of all-cause mortality, early mortality from chronic conditions, child mortality, and risk behaviors than non-RTW states. The higher mortality rates result in startlingly higher annual numbers of years of life lost before age 75. Stroke mortality at age 55-64 in RTW states results in nearly 10,000 years annually lost in excess of what it would be if the mortality rate were that of non-RTW states.A review of respected publications describes the physiological mechanisms and epidemiology of accelerated aging due to socioeconomic stress. Unions challenge hierarchy directly at work-sites and indirectly through encouraging college education, social mobility, and community and political engagement. Описание: Ian MacDonald is a senior trial assistant district attorney in the Homicide Bureau of the New York County (Manhattan) District Attorneys Office. He has been assigned a major murder trial of a mobster's son accused of abducting, raping, and strangling to death a young lady who was working as a bank intern in one of the nations largest banks headquartered in lower manhattan. Having worked late one night to finish up monthly reports she was walking to the Staten Island ferry when abducted. Her body was dumped in the middle of a vacant street in lower manhattan. After a two week trial, the case was submitted to the jury and it was soon apparent that one of the jurors would not deliberate with the others. He insisted in voting against a conviction and he refused to discuss his decision with his fellow jurors. Ultimately the trial judge had to declare a mistrial. An initial investigation discloses that the juror was paid to vote not guilty by a lawyer, whose business is to guarantee clients that there will not be a conviction because he is able to fix a juror.
If the constitutional right of trial by jury is to be preserved, Ian must find out who did this, make an arrest and assure that it doesn't happen again during the retrial of this case, or, for that matter, in any other case.
Ian's efforts are thwarted by at least four factors:
- His boss is an interim DA, appointed by governor, after the elected District Attorney dies while in office. He is a mistake. His only goal is to get himself elected. He politicizes the office and jeopardizes investigations, including Ian's by interfering and having damaging press conferences. The governor has to remedy that problem.
- During trial preparation, Ian is referred a letter form an inmate/patient of a hospital for the criminally insane who believes that, if he admits to a murder he helped commit seven years ago, he may get well. Ian finds the cold case. There are only two problems: the perpetrator is insane, and, it is clear that he had an accomplice who was never arrested and is out roaming the streets, possibly killing others.
- Ian has fallen in love with Adele, the sister of the deceased bank intern, who is a brilliant resident at a major New York Hospital. He should probably not be the trial assistant for the retrial but he is convinced of the defendant's guilt, and wants to convict him. Ian and Adele agree to try to keep their relationship a secret and to hope no one learns of it.
-the father of the deceased intern has a gun, and will kill the defendant if Ian does not convict him

Описание: This novel takes place in Manhattan. The protagonist is Ian MacDonald, a senior trial Assistant District Attorney in the New York County District Attorney's Office. Ian is prosecuting a mobster's son for the brutal rape and murder of a young woman, Mary Rusk. Mary is abducted as she is walking to the Staten Island Ferry after working late at her job. The trial ends with a hung jury because one of the jurors has been bought. The juror has agreed to vote not guilty in return for a large sum of money. The fixer is Barry Bradford, a former assistant district attorney who has gone into the business of fixing juries. If the jury system is to survive, Bradford must be stopped.
There are three other story lines in the novel:
1. The District Attorney's Office receives a letter from an inmate/patient of a hospital for the criminally insane. The inmate claims that he wants to confess to a felony murder he committed with an accomplice. If he is telling the truth, there is a killer walking the streets. He must be found and evidence, other than the word of an insane man, must be developed in the seven year old case.
2. An interim District Attorney appointed by the governor is a disaster. He pursues his only goal, to get elected, at the cost of his office's investigations. Ian's mentor is eventually persuaded to consider the job.
3. Ian falls in love with Adele Rusk, Mary's sister and a brilliant intern at New York Presbyterian Hospital. This love affair has to be carried on surreptitiously lest the case be taken away from Ian to avoid the appearance of impropriety.
Barry Bradford is planning to fix a juror selected for the re-trail. Ian and the police i eventually gather enough probable cause to install eavesdropping devices. The installers are almost caught. One of the undercover officers is shot.
Bradford identifies a selected juror in the second trial whom, he is sure, will take a bribe
